Description
Request for Information (RFI) Clinical Study Support for Biomedical Research and Surveillance This is an RFI as defined in FAR 15.201(e) to ascertain whether a commercial item exists that provides the capabilities described herein. This RFI is issued solely for information and planning purposes and does not constitute a solicitation. All information received in response to this RFI will be treated as business confidential information. Nonetheless, submitters should properly mark their responses if the information is confidential. Responses to the RFI will not be returned. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responders are solely responsible for all expense associated with responding to this RFI. RFI Response and due date: 12/2/2016 Instructions to Responders: Responses from all capable and qualified sources are encourgaged to respond to this request. It is the responsibility of any potential offeror to monitor this site for the release of any solicitation or synopsis. BACKGROUND: The United States Army Medical Directorate - Armed Forces Research Institute of Medical Sciences (USAMD-AFRIMS) is an overseas laboratory of the Walter Reed Army Institute of Research (WRAIR). USAMD-AFRIMS maintains a field station in Kamphaeng Phet, Thailand known as the Kamphaeng Phet - AFRIMS Virology Research Unit (KAVRU) which conducts biomedical research and surveillance in support of the WRAIR mission. KAVRU executes research and surveillance projects focusing on emerging infectious diseases of importance to the U.S. Army including dengue and influenza. KAVRU is situated on the grounds of Kamphaeng Phet Hospital (KPPH) which is the Thai Ministry of Public Health (MOPH) referral hospital for Kamphaeng Phet province. PURPOSE: The work items presented herein are associated with technical, administrative, and logistical support to KAVRU for the conduct of epidemiological, clinical and laboratory activities related to biomedical research and surveillance projects to take place within (or near) Kamphaeng Phet, Thailand. These projects include (but are not limited to) the studies entitled "Familial force of infection: Dengue in Households in Kamphaeng Phet, Thailand," "Prospective observational studies of hospitalized children and adults with suspected dengue," "Efficacy and safety of a novel tetravalent dengue vaccine in healthy children aged 2 to 14 years in Asia," "Sentinel Human Surveillance For Influenza in Asia" and others as relevant. The Contractor shall complete work items including (but not limited to) procurement of epidemiological and clinical research support services, supplies and equipment, laboratory testing, transportation and communications services, and quality control for activities related to the preparation and execution of biomedical research and surveillance projects. TECHNICAL REQUIRMENTS: a. The Contractor shall provide technical, administrative, and logistical support for the conduct of biomedical research and surveillance projects to include: (1) Collect biological specimens (i.e., blood, respiratory swabs, urine, others as relevant) and data (i.e., epidemiological, clinical, laboratory, others as relevant) from biomedical research protocols approved by appropriate ethics committees or as part of USAMD-AFRIMS public health services to KPPH; (2) Coordinate with KAVRU in the transfer to USAMD-AFRIMS of biological specimens (i.e., blood, respiratory swabs, urine, others as relevant) and data (i.e., epidemiological, clinical, laboratory, others as relevant) collected from biomedical research protocols approved by appropriate ethics committees or as part of USAMD-AFRIMS public health services to KPPH; (3) Assist KAVRU with community engagement and educational activities related to biomedical research and surveillance projects; (4) Provide clinical care to research volunteers as outlined in research study protocols; (5) Provide clinical research services and radiological support as outlined in research study protocols (e.g., informed consent procedures, clinical data collection, phlebotomy, ultrasound, others as relevant); (6) Provide reimbursement to research study volunteers for attending study-related activities; (7) Provide clinical research coordination and database management to assist study investigators in planning and executing the research projects and managing associated documents and data. b. The Contractor shall provide administrative and logistical support to KAVRU to include: (1) Provide administrative and accounting services at KPPH; (2) Assist with maintaining security and safety (i.e., physical security, security guard, fire prevention, grounds maintenance) at KAVRU; (3) Support infrastructure repair and maintenance at KAVRU; (4) Maintain direct dial telephone lines at KAVRU; (5) Furnish diesel or gasoline fuel to vehicles operating in support of KAVRU projects; (6) Provide usage of the KPPH network or others as relevant to allow field communications with personnel supporting KAVRU biomedical research and surveillance projects. DELIVERABLES: The biological specimens and data collected upon the approved protocols will be given to the department upon request. PLACE OF PERFORMANCE: Services will be performed at Kamphaeng Phet public health facilities or in the Kamphaeng Phet community. PERIOD OF PERFORMANCE: Start of contract on 1 April 2017 with 4 option years TRAVEL: The Contractor may travel under this contract. GOVERNMENT FURNISHED ITEMS: None
