Description
Consultation on CSAT Implementation of the Opioid Treatment Program Regulations Intent to Sole Source: Pursuant to the authority of FAR 13.106-1(b)(1)(i), the Contracting Officer may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source is reasonably available. The Department of Health and Human Services (DHHS), Program Support Center (PSC), Acquisition Management Services (AMS) on behalf of PSC, Substance Abuse and Mental Health Services Administration (SAMHSA) intends to sole source to: Elsworth Dory Support System 6101 Marlin Ln Camp Spring, MD 20748-2513 The Elsworth Dory Support System is uniquely qualified to do this work. The Elsworth Dory Support System formerly supported the Division of Scientific Investigations with the Food and Drug Administration (FDA). The Elsworth Dory Support System works with large Governmental, private and corporate organizations, Federal, and State decision makers and consortia of community treatment programs and agencies. They help to plan, evaluate, implement and/or improve the delivery of treatment services. The Elsworth Dory Support System's projects have ranged from assisting over 1,000 corporate clients to design, and implement treatment program plans to establish and maintain treatment facilities according to and in compliance with The Narcotic Addict Treatment Act of 1974. While working with the FDA, they were responsible for all of the activities of the team and responsible for assuring treatment program compliance. The Elsworth Dory Support System is recognized as a primary authority on OTPs and opioid treatment by State and Federal agencies. Trained in both investigative and compliance methods, the Elsworth Dory Support System has taught the first and every update of courses on compliance with the FDA Narcotic Addict Treatment Act Regulations. They have been a member of the Interagency Narcotics Treatment Policy Review Board and as such are a key resource to Federal Agencies: including SAMHSA, CDC, DVA, DEA, NIDA, ONDCP, DHHS, and FDA. They are National experts in exception and investigational techniques with intensive knowledge of monitoring OTPs to ensure their compliance with Federal and State narcotic regulations. They have exhibited exception skills to influence, mediate and negotiate in sensitive highly controversial areas with Federal, State, public, and private organizations. The Elsworth Dory Support System investigations led to the landmark precedent case against a Methadone Treatment Program sponsor for violations of the regulations at 42 CFR Part 2. (Detroit-DO Andrew Pettress, et al.) As a lead member of the Narcotic Treatment Program Team, the Elsworth Dory Support System have routinely guided the team through a myriad of functions to include: (1) review and approval of methadone maintenance, LAAM outpatient and hospital treatment program applications; (2) review and approval of patient exception requests and program updates; (3) maintenance of the National Directory of Approved Narcotic Treatment Programs; (4) Liaison with the Drug Enforcement Agency and State/local Narcotic Treatment Program officials; and (5) enforcement activities, including review of inspection reports, issuance of warning letters, and taking action to withdraw treatment program approval. The Elsworth Dory Support System is available to do this work immediately. For all of the above reasons, the Elsworth Dory Support System is uniquely and exceptionally qualified for this project. There are no other firms possessing the Elsworth Dory Support Systems unique experience of more than thirty-three years consulting with corporations and Government Agencies on the provision of Narcotic Treatment services, and his experience within government developing and evaluating narcotic treatment compliance programs make them uniquely ideal for this project. This is not a solicitation for competitive proposal. No solicitation document is available.
