P913, DESIGN-BID-BUILD CONSTRUCTION, NAVAL COMPUTER and TELECOMMUNICATIONS AREA MASTER STATION ATLANTIC (NCTAMS LANT) COMMUNICATION CENTER, NAVAL STATION NORFOLK, VIRGINIA Notice Type: Sources Sought Solicitation No: N40085-17-R-0313 Date: 8 November 2016 Response Date: 22 November 2016 10:00 AM Eastern Time Classification Code: Y-Construction of Structures and Facilities NAICS Code: 236220 - Commercial and Institutional Building Construction Magnitude of Construction: Between $25,000,000 and $100,000,000 THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSALS. THERE WILL NOT BE A SOLICITATION, SPECIFICATIONS, OR DRAWINGS AVAILABLE AT THIS TIME. The Naval Facilities Engineering Command, Mid-Atlantic is seeking eligible small business firms capable of performing construction services for the following project: The project is P913 “ Design-Bid-Build Construction of the Naval Computer and Telecommunication Area Master Station Atlantic (NCTAMS LANT) Communication Center at Naval Station Norfolk in Norfolk, Virginia. This project will construct a 163,525SF multi-story, steel framed building with a reinforced concrete exterior, brick façade and Secure Compartmented Intelligence Facility (SCIF) construction. Building roof will be constructed to accommodate radio frequency antennas and an antenna distribution system. Interior will include administrative spaces, support spaces, equipment/operational spaces with open architecture, diverse building entries for telecommunications cables, maintenance/training spaces and storage spaces. It will include adequate space for emergency generators, uninterrupted power supply, fire protection, electrical, mechanical, and air conditioning equipment with survivable design considerations and incorporate features that facilitate emergency reconstitution using portable systems for chilled water, power, etc. Built-in equipment will include fire booster pump, passenger/freight elevator, motorized acoustical partition, emergency generator, in-floor aqueous film-forming foam system (AFFF), and uninterruptible power supply and raised flooring. Site preparation includes site clearing, excavation, site fill, and preparation for construction, removal of contaminated earth and demolition of existing underground storage tanks. Special foundation features include piling. Demolition of eight facilities will include the following for site clearance: Building #MB28 (7,261 m2), Building #MB29 (975 m2), Building #MB43 (1,059 m2), Building #U6A (33 m2). The following will be demolished upon completion of the project as the functions they now house will be relocated and they are no longer needed: Building #M51 (8,431 m2), Building #M52 (1,204 m2), Building #M113 (232 m2), and Building #M125 (93 m2). Total demolition is 19,288 m2. Other facilities shared and utilized by NCTAMS LANT functions will be partially vacated and existing commands will continue to use. Paving and site improvements include grading, concrete access road, parking for approximately 440 spaces, loading area and dumpster pads, pads for above-ground storage tanks, sidewalks, site fencing and landscaping. This project will provide Anti-Terrorism/Force Protection (AT/FP) features and comply with AT/FP regulations and physical security mitigation in accordance with DoD Minimum Anti- Terrorism Standards for Buildings and Intelligence Community Technical Specifications. The project will provide greater than minimum AT measures in its site planning, building location and setbacks, and architectural/structural design, equating to a high level of protection. Electrical utilities include primary and secondary distribution; telephone, data, and trunk lines for communications; security alarms; transformers; area lighting. Mechanical utilities include gas and water distribution, a fire protection waterline, a sanitary sewer system, a water well for chiller back-up, geothermal wells, and storm drainage piping. Project includes installation of three 10,000 gallon double-wall, above-ground storage tanks equipped with fuel and spill monitoring equipment, and a fuel purification system. Firms shall demonstrate a minimum bonding capacity per project of at least $65,000,000. All service-disabled veteran-owned small businesses (SDVOSB), veteran-owned small businesses (VOSB), certified HUB-Zone, certified 8(a), and women-owned small businesses (WOSB), and small businesses are encouraged to respond. Upon review of industry response to this Sources Sought Notice, the Government will determine whether a set-aside acquisition in lieu of full and open competition is in the Government ™s best interest. This office anticipates award of a contract for these services in April 2017. The appropriate NAICS Codes is 236220. THIS SYNOPSIS IS NOT A REQUEST FOR PROPOSAL. It is a market research tool being used to determine the availability and adequacy of potential small business sources prior to determining the method of acquisition and issuance of an award. The Government is not obligated to and will not pay for any information received from potential sources as a result of this synopsis. It is requested that interested SMALL businesses submit to the contracting office a brief capabilities statement package (no more than 15 pages total) demonstrating the ability to perform the requested services. All responses shall include the following: 1. Completed SOURCES SOUGHT “ CONTRACTOR INFORMATION FORM (form attached) that provides information on your company including type of business and bonding. Note: If you are submitting as an 8(a) Mentor ProtĂ©gĂ©, please indicate the percentage of work to be performed by the ProtĂ©gĂ© and a copy of the SBA letter stating that your Mentor ProtĂ©gĂ© agreement has been approved. 2. Completed SOURCES SOUGHT “ PROJECT INFORMATION FORM (form attached) for each of the submitted relevant projects (a maximum of five projects). Ensure that the form is completed in its entirety for each project and limited to two page per project. Ensure that the description of the project clearly identifies whether the project is new construction or renovation, the square footage and final construction cost, and addresses how the project meets the scope/complexity requirements. Submit a minimum of two (2) and a maximum of five (5) relevant construction projects completed in the past seven (7) years that best demonstrate your experience on projects that are similar in size, scope, and complexity. For purposes of this sources sought, a relevant project is defined as follows: Size: Final construction cost of at least $50,000,000. Scope/Complexity: New construction of a multi-story, communications or data facility. Facility shall include administrative office space, classrooms, conference rooms, telecommunication rooms, watch floor and operations center. The Capabilities Statement Package shall not exceed 15 pages and shall ONLY be submitted electronically to Crystal Chatmon, crystal.chatmon@navy.mil, and MUST be limited to a 4Mb attachment.
