Description
This purpose of this notice is to perform SOURCES SOUGHT/MARKET RESEARCH. This is NOT a solicitation. This announcement is for information and planning purposes only and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract. RESPONSES REQUESTED FROM ALL INTERESTED FIRMS (LARGE AND SMALL BUSINESSES) The U.S. Army Corps of Engineers, Honolulu District, is conducting market research to determine potential sources having the qualification, experience, and bonding necessary to perform the described work. This is a design-bid-build project. This requirement is for the repair / replacement of the seawall at the Pililaau Army Recreational Center (PARC) in Waianae, Oahu, Hawaii. The repair / replacement work will require replacement of the existing seawall including demolishing damaged sections, excavating, removing and disposing of the debris including seawall fragments which have collapsed and separated from the remaining seawall, and reconstructing a taller, deeper seawall. The work will include all necessary coordination with State and Federal agencies due to the site's proximity to Pokai Bay. Work also includes construction and removal of temporary BMP measures such as coffer dams to prevent discharge of material due to construction into the bay. The project magnitude is between $1,000,000 to $5,000,000. The North American Industry Classification code (NAICS) is 237990 - Other Heavy and Civil Engineering Construction. Size Standard for this project is $36.5 Million. This requirement will be awarded as a firm fixed price construction contract. The Government may use responses to this market survey to make an appropriate acquisition decision for this project. The type of solicitation issued and the manner of advertisement may depend on the responses to this market survey. Construction contracts awarded by the U.S. Army Corps of Engineers require compliance with EM 385-1-1 Safety Manual. SUBMISSION REQUIREMENTS FOR RESPONSES TO THIS MARKET SURVEY shall include the following: 1) Your intent to submit for this project when it is formally advertised. 2) Provide information on recent and relevant experience regarding shoreline protection experience. Information shall be similar to demolition and construction of a seawall with an award amount of at least $1,000,000. Describe in detail the actual work performed and its location to include Best Management Practices (BMP). Submit no more than five (5) past completed projects within the past five (5) years from the date of this Sources Sought for which your firm performed. 3) Firm's bonding capacity - single and aggregate capability. 4) DUNS/CAGE CODE, Expiration date in SAM.GOV. 5) Size of firm (large or small), to include category of small business if applicable, such as 8(a) small business, Historically Underutilized Business Zone (HUBZone) small business, Service Disabled Veteran Owned Small Business (SDVOSB), and/or Women Owned Small Businesses (WOSB). 6) Name of firm with address, phone and point of contact. Indicate whether or not your firms is a U.S. firm or a foreign firm. Narratives shall be no longer than three (3) pages. Email responses are required. Responses are to be sent via email to dayna.n.matsumura@usace.army.mil, and jennifer.i.ko@usace.army.mil no later than November 25, 2016, 2:00 p.m. Hawaii Standard Time. Responses to this sources sought announcement will be used by the Government to make appropriate acquisition decisions. NO SOLICITATION IS CURRENTLY AVAILABLE. It is a market research tool being utilized to determine the availability of potential qualified contractors before determining the method of acquisition.
