- The Naval Air Warfare Center Weapons Division (NAWCWD) intends to increase the level of effort by 23,700 hours within the current contract period of performance on an other than full and open competition basis on contract N68936-15-D-0018 for Engineering services with Raytheon Company, 1010 Production Rd., Fort Wayne, IN 46808-4106. A level of effort increase is required on contract N68936-15-D-0018 due to unanticipated mission support requirements. In accordance with FAR 6.302-1(b)(1)(i), only Raytheon Company has proprietary rights as the sole and original designer, developer, and manufacturer of the ALQ-227 Communication Countermeasure System (CCS) for the EA-18G aircraft. Raytheon Company, to the exclusion of other contractors, possesses the unique capability and proprietary data that can satisfy the minimum needs of the Government. This notice of intent is not a request for competitive proposals; however, any firm believing it can fulfill the requirement identified above may submit a written response which shall be considered by the agency. The written response shall reference solicitation number N68936-15-R-0039 and provide a capability statement that clearly indicates the firm's experience, assets, background, and ability to perform the required work without compromising the quality, accuracy, reliability, and schedule. Written responses shall be submitted to Haiyan Li via e-mail haiyan.li@navy.mil no later than 12:00 PM (PST) on December 02, 2016.
