- Class J&A, dated 3 Feb 2014 The F-35 Joint Program Office intends to issue a delivery order under Basic Ordering Agreement N00019-14-G-0020 on a sole source basis to Lockheed Martin Aeronautics Company, Fort Worth, TX, under authority of FAR 6.302-1, and in accordance with Class Justification and Approval Ser: AIR-2.6/294344, dated 3 Feb 2014. The order will support upgrade of F-35 Air System low rate initial production (LRIP) lots six, seven, and eight from intermediate version 3 software to version 3F. The requirement is for non-recurring engineering, airworthiness and program management required for 3F production software load and related activities only, and does not contemplate hardware upgrades. The anticipated award date for this contract action is not later than March 2017, subject to availability of funds. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested parties may submit a capability statement to the Government for the purpose of determining whether to initiate a competitive procurement. All responses received within fifteen days after date of publication of this synopsis will be considered by the government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Lockheed Martin Aeronautics Company is the sole designer, developer, manufacturer and integrator of the F-35 aircraft and the related equipment. Lockheed Martin alone has the experience, special skills, proprietary technical documentation, software/algorithms, and technical expertise required to furnish the supplies and services within the required timeframe. Accordingly, Lockheed Martin is the only known qualified, responsible source that can fulfill the requirements specified herein. The data associated with the F-35 "Lightning II" Program is export controlled and is not available to foreign sources or representatives. Subcontracting opportunities may be available from Lockheed Martin Aeronautics Company. Interested parties may contact Lockheed Martin POC Emma Stevens, tel: (817) 655-8902, to inquire about subcontracting opportunities. There is no commitment by the Government to issue a solicitation, make an award or awards, or be responsible for any money expended by interested parties before award of a contract for the effort described above.
