- Department of Commerce, National Institute of Standards and Technology (NIST), Acquisition Management Division, 100 Bureau Drive, Building 301, Room B125, Mail Stop 1640, Gaithersburg, MD, 20899-1640 The National Institute of Standards & Technology (NIST) seeks information on commercial vendors that are capable of fabricating and installing one underwater saw for cutting fuel elements and shim arm assemblies. The NCNR utilizes a 20 MW reactor to provide neutrons to the scientific community. The spent irradiated fuel assemblies and regulating rods (shim arms) from the NIST reactor (NBSR) are stored in the NBSR spent fuel pool prior to disposal. The spent fuel and shim arm assemblies are cut into predetermined sized pieces prior to packaging and shipping. Currently, reactor operations use two saws to do the cutting. One for fuel assemblies and one for shim arm assemblies. It is highly desirable to simplify this process by having a new saw designed and built that can cut both fuel element and shim arm assemblies in a vertical position; be easily loaded and unloaded; be located permanently in the pool; and be able to contain and collect the machining debris. The period of performance for this requirement shall be 12 months from award of contract. Instructions to Responders: Interested parties that can fabricate and install an underwater saw for the requirement above are requested to email a detailed capabilities statement describing their abilities to donald.collie@nist.gov no later than the response date for this sources sought notice. The report should include achievable specifications and any other information relevant to your product or capabilities. The Contractor shall provide the following as part of the response to this sources sought notice: 1. Describe in detail at least two (2) similar projects that have been completed within the last five (5) years. 2. Contractor must demonstrate their ability to perform a factory acceptance test which includes demonstrating the operation of the saw by cutting a minimum of two (2) mockup fuel elements and two (2) mockup shim arms. 3. Any other relevant information that the Government should consider in finalizing its market research. Other Information: NIST is seeking responses from all responsible sources, including large, foreign, and small businesses. Small businesses are defined under the associated NAICS code for this effort, 541330 as those domestic sources having annual receipts up to $15 million. Please include your company's size classification and socio-economic status in any response to this notice. After market research results are obtained, if a minimum of two (2) qualified small businesses are identified during market research stage, then any resulting competitive procurement may be considered for a small business set-aside.
