Description
The proposed contract action is for commercial items, which the Naval Medical Center San Diego intends to solicit this requirement as 100% small business set-aside. This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR 12.6, using Simplified Acquisitions Procedures for commercial items found at FAR 13, supplemented with additional information included in this notice. This announcement constitutes only solicitation; quotations are being requested and a written solicitation will not be issued. The solicitation number is N0025917Q0038. It is issued as a Request for Quotation (RFQ). The North American Industry Classification System (NAICS) Code for this acquisition is 339113. The size standard is 750. IAW 52.211-6 Brand Name or Equal (AUG 1999), NMCSD requires the following items, Brand name or Equal to the manufacturer identified and have the pertinent and salient characteristics described below. Vendors quotes shall include documentation and literature specifying performance parameters of the product being offered to include; manufacturer name, part number, specifications. Salient Characteristics: These supplies consist of a hand-assisted laparoscopic system, insufflation assisting trocar and wound protector/ retractor with a rigid and flexible retraction ring. Supplies must meet the following requirements necessary to perform the indicated procedures. Hand assisted laparoscopic system: 1) Must come packaged sterile and be indicated for hand-assisted laparoscopic surgery for rapid hand assistance 2) Must be packaged with a flexible, gel-like sealing cap to prevent loss of pneumoperitoneum and act as a gateway for the surgeon's hand to enter 3) Must be attached to a wound protector to prevent damage to surrounding tissue and keep bodily moisture in 4) Must arrive with a sterile lubricant to assist with placement, 5) Accommodate trocar insertion The Insufflation Assisting Trocar must: 1) Be package sterile and be indicated for establishing an entry point for laparoscopic surgery 2) Be packaged with a non-latex and non-disintegrating retention disk to assist with visualization and abdominal wall retention 3) Be 5 x 75mm in length 4) Be packaged in a unit of measure as a box of 6 due to shelving constraints 5) Must only create an incisional window of 3mm, 2.5-6cm, or 5-9cm during access to the body to reduce incision size if needed 6) Have the capability to be placed directly through a hand assisted laparoscopic system sealing cap The Wound Protector/ Retractor must: 1) Come packaged sterile and indicated for hand-assisted exploratory laparotomy surgery 2) Provide a visual field of 360 degrees circumferentially 3) Be intended for atraumatic retraction during laparotomy procedures 4) Maintain moisture at and around the incision site 5) Be available in extra small, small, medium, and large sizes at time of delivery 6) Feature a sturdy translucent sleeve attached to a flexible ring to protect surrounding organs.
