- Sources Sought Notification Attachment 1 - Market Research Questionnaire Attachment 2 - Statement of Work Section C Instructions to Interested Parties: This is not a solicitation for proposal and no award of a contract will be made as a result of this questionnaire. Naval Sea Systems Command Head Quarters (NAVSEA HQ) Program Executive Office (PEO) Integrated Warfare Systems (IWS) 1IT is requesting assistance from industry to conduct market research in accordance with FAR Part 19, Small Business Programs. The Government anticipates making future decisions regarding the procurement process utilized for a potential solicitation based on the responses received from industry that both indicate an interest, and show a capability to provide the required production and engineering services. This Market Research Questionnaire is intended to assist the Government in identifying the capabilities of small business contractors' ability to responding to a potential future solicitation to provide the Government with production services and engineering support services for Battle Force Tactical Training (BFTT). Please answer the questions found in the Market Research Questionnaire (Attachment 1) to the best of your ability and return the completed questionnaire to Courtney Ryan via email (Courtney.Ryan@navy.mil) and Simon Klink (Simon.Klink@navy.mil). Respondents will NOT be notified of the results of this evaluation and the final determination regarding the utilization of a small business set aside will be conducted per the regulatory requirements of FAR Part 19, Small Business Programs. All information will be kept confidential and will not be disseminated to the public. This Sources Sought Notice and Market Research Questionnaire is not to be construed as a commitment by the Government, nor will the Government pay for the information submitted in response. Respondents are advised that the Government is under no obligation to acknowledge receipt or provide feedback regarding the information received. North American Industry Classification System (NAICS) Code: 334111 Small Business Size Standard: 1,250 (For more information about Small Business Size Standards, please refer to http://www.sba.gov.) Anticipated Contract Type: Firm-Fixed Price (FFP)for production, Cost Plus Fixed Fee (CPFF) for engineering support, and Cost Only for travel and materials............................................................................................................................................................................ Background: The US Navy has a requirement to conduct high fidelity Combat System Element (CSE) training, in various environments, encompassing individual watch-station training, within the lifelines unit-level training, integrated warfare commander training, strike group training and coalition/joint training. The primary combat system trainer in the US Navy is Battle Force Tactical Training system. Program Executive Office Integrated Warfare Systems (PEO IWS) 1IT has been tasked to provide production units to support these training requirements. To fulfill this requirement IWS 1IT is in need of a commercial contractor with the experience, capability, and capacity to provide production units and engineering support. Support will include systems engineering, hardware procurement, software installation, testing, maintenance, warehousing, repair, logistics, and documentation as required for US Navy ships and selected shore sites............................................................................................................................................................................
