Description
This Statement of Work (SOW) describes the Government’s requirements for the Contractor to provide Satellite Communications (SATCOM) hardware and services in support of the Project Manager (PM) Warfighter Information Network – Tactical (WIN T). The organizations being supported include Active Army, National Guard, and Army Reserve units. The PM WIN-T architecture developed a network-centric waveform to be used in modems for insertion into the WIN-T SATCOM terminals in accordance with evolving Army Concept of Operations (CONOPS) schedules. The Contractor shall provide the Network-Centric Waveform (NCW) modems: including the RMPM-1000 L-3 part number 1000-0001-7 or equivalent, and the MPM-2000 L-3 part number 1039-001-2 or equivalent. The Contractor shall include with each RMPM-1000 modem a six-foot standard commercial power cable to the Government. The Contractor shall optionally provide RMPM-1000 stacking cable to the Government. This equipment will be used during field operations and/or Overseas Contingency Operations (OCOs) and wartime deployments. The Contractor shall provide a quarterly status report (CDRL A001) showing how many units have been produced and shipped. The Contractor shall provide a test report/data (CDRL A002) for each modem delivered under this contract, and include such test data with each modem shipped. The Contractor shall maintain the test report/data and provide it to the Government upon request. The Contractor shall deliver NCW modems at a minimum rate of 25 per month, beginning 150 days ARO. For all NCW modems purchased as options under this SOW, the delivery for the modems of any such option order shall be at a minimum rate of 25 per month starting 150 days ARO or starting the month after the last due date of any modems previously ordered under this SOW, whichever is later; that is, delivery dates shall not be concurrent or overlap with previous orders under this SOW. All the hardware components detailed in this SOW are critical components that enable interoperability among PM WIN-T satellite communications platforms, and SPAWAR organizations. The Contractor shall utilize the specified brand name equipment or provide equivalent components that are equal to the named network-centric waveform items in form, fit and function; and shall require no changes of any sort to the aforementioned terminals in order for them to operate correctly. The use of the equivalent component shall not alter any certifications of the terminals, nor require any additional testing or certifications to be received in order for the Government to operate the terminals, nor require any wiring, configuration, mechanical or other changes to the terminals. In addition, any equivalent component shall operate in a logistically and economically feasible way, and not cause the Government to expend additional funds to accommodate the use of the equivalent component. Any equivalent component shall interoperate seamlessly in any established NCW network referenced in section 2.4 of the SOW. We request that sources capable of meeting the Government's requirements above and in the SOW provide a white paper of no more than 25 pages that addresses their ability to provide the subject services.
