Description
This Request for Information (RFI) is part of a market research effort to assess new and emerging technologies that could improve the Coast Guard's ability to launch and recover small boats from 270-foot WMEC, 225 WLBs, 418-foot WMSL Coast Guard Cutters, CGC (Coast Guard Cutter) Polar Star, and CGC Healy. The launch and recovery of small boats at sea is a core competency of the Coast Guard and the Research and Development Center (RDC) is interested in new and emerging technologies that could improve the Coast Guard's ability to safely launch and recover small boats. Current small boats include the Long Range Interceptor-II and the Over the Horizon-IV. The LRI launch weight is approximately 20,000 lbs and the OTH is approximately 5,550 lbs. This system would be expected to operate in a wide range of maritime environments from extreme cold and ice to extreme heat and blowing sand, and sea states up to and through the full range of Sea State 5 (Significant Wave Height of 8 to 13 feet). This RFI is issued for information and planning purposes only and does not constitute a solicitation. The Government does not intend to award a contract on the basis of this RFI or to otherwise pay for information received in response to this RFI. The RDC is conducting research to identify both operational and developmental technologies as potential solutions for launch and recovery. "Operational" in this context refers to existing technologies and equipment that are currently used in commercial and/or Government (law enforcement or Department of Defense) application, while "developmental" in this context refers to proven and near-proven technologies that can be developed to be operational in the next 30 to 36 months. The RDC intends to use the information collected from this RFI to conduct detailed systems analysis that quantifies and evaluates technology readiness, mission applicability, device or equipment capability, and acquisition and life-cycle operating costs. You are invited to respond with information to assist the RDC with its market research to identify potential solutions for improved launch and recovery. Such systems could be appropriate for use on, or deployment from Coast Guard/Government vessels. TECHNICAL INFORMATION REQUESTED The following information, or best available estimate, is requested for each proposed solution. If multiple solutions are presented by the same entity, the information should be specific to each solution. A. Specifications a. Weight of entire system b. Size of entire system c. Drawings/pictures of entire system B. Operating requirements a. What does the system require to operate (hydraulic fluid input [pressure and flow], electrical requirements [voltage, amps], pneumatic requirements (pressure, flow]) C. Capacity of the System a. Maximum length of a boat that can be launched and recovered with this system b. Maximum weight of a boat that can be launched and recovered with this system D. Ability to Increase Operational Threshold a. Describe any unique features that make this system more capable than traditional methods of launch and recovery currently in use (i.e., gravity davits). b. What is the maximum sea state that a boat can safely and reliable be launched and recovered using this system? Please address wind speed, cutter motions (including forward motion), and wave height and period in your response. E. Launch and Recovery Operations a. Describe in detail one launch and recovery evolution starting and ending with a small boat secured on a larger cutter. Identify personnel requirements both on the cutter and in the boat. F. Maintenance Requirements a. Describe maintenance schedule and procedures of the system. Identify what maintenance is to be conducted by the crew and what is to be conducted by the manufacturer. G. Service Life; a. What is the service life of the system in years? Note: The technologies of interest are intended to be used in a maritime environment. The system should be designed to effectively operate while exposed to subzero temperatures, high winds, constant sea spray, ice formation, extreme high temperatures, and blowing sand. H. Life Cycle Cost Parameters a. If available, provide Rough Order of Magnitude (ROM) lifecycle cost information. This should address all cost of the system over its entire life including initial purchase, installation, training, maintenance, and other costs as necessary. I. Past Performance/Developmental Status a. Identify previous installations and current users of this system if any. b. Are there any development efforts or test activities currently underway or planned to mature your technology and/or assess its maturity? RESPONDING TO THIS MARKET RESEARCH It is desired that organizations responding to this RFI respond to all of the topics discussed with enough pertinent information to address the inquiry. However, if information is not available for some of the topics your submission is still of interest. • When responding to each RFI topic, please provide a brief summary of the response and indicate if supporting documentation is included. • If pre-developed marketing or technical information and specification sheets are provided, please include additional information, as necessary to "fill the gaps" between pre-developed material and the information requested. Digital photographs, line drawings, and illustrations that clarify descriptive text are encouraged. • A description of any information relative to what capabilities are currently possible, and what additional capabilities may be achievable over the next 30 to 36 months. • Any digital photos and/or digital videos of the products in operation. • Please identify if you are a Small or Large Business. • Business Size with Regard to NAICS 333923. This RFI is issued for information and planning purposes only and does not constitute a solicitation. The Government does not intend to award a contract on the basis of this RFI or to otherwise pay for information received in response to this RFI. In accordance with FAR 15.201(e), responses to this RFI are not offers and will not be accepted by the U.S. Government to form a binding contract.
