- Synopsis: Global Nurse Advice Line (Global NAL) The solicitation associated with this notice will not be available until APPROXIMATELY 30 DAYS from the date of this notice. Contractors should not contact the contract specialist or contracting officer seeking the solicitation as it will not be available until APPROXIMATELY 30 DAYS after this notice. The Defense Health Agency (DHA)-Healthcare Operations Directorate has a requirement to provide Global Nurse Advice Line (NAL) services. Currently, the CONUS NAL offers MHS eligible beneficiaries located in the United States toll free telephone access to a telehealth registered nurse for triage services, self-care advice, and general health inquiries 24 hours a day, 7 days a week. If necessary, the NAL also offers civilian network provider locator support and specified Military Treatment Facility (MTF) appointing services for the Military Health System (MHS) beneficiaries, except those enrolled to the US Family Health Plan. As such, the contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform Global NAL services as defined in the Performance Work Statement, except for those items specified as government furnished property and service to provide reliable, timely, professional, and courteous nurse triage, care advice, care coordination, and customer service, 24 hours a day, 7 days a week to eligible MHS beneficiaries. This acquisition will be solicited using Full & Open competition utilizing Federal Acquisition Regulation (FAR) Part 15, contracting by Negotiation procedures, pursuant to Part 12, Commercial Items. All qualified companies may submit a proposal which shall be considered by the agency. The Government's intent is to award a Firm-Fixed Price (and one Cost Plus Fixed Fee CLIN), single-award contract with award anticipated no later than July 23nd, 2017, utilizing a Performance Work Statement (PWS). The Global NAL provides for a contract effort of one base period of twelve (12) months (Includes 30-day Transition-In) with four (4) twelve (12) month option periods. The NAICS code for this requirement is 541990 "All other Professional, Scientific, and Technical Services." Any interested Contractor must be registered in the System for Award Management (SAM) at www.sam.gov. Any prospective bidder's SAM registration must include the applicable NAICS code 541990 for this acquisition. The due date and time for submission of proposals will be specified in the solicitation. The solicitation will be available on or before December 12, 2016. Offerors shall be responsible for monitoring the website for amendments to the solicitation until it closes. The RFP must be retrieved and downloaded from FedBizOpps at www.fbo.gov. No hard copies of the RFP will be issued. All amendments will be posted and must be retrieved from this website. No solicitation mailing list will be compiled. Hand-delivered and mailed submissions of proposals will not be accepted. Proposals must be sent electronically via email submission no later than the date and time specified in the solicitation.
