Description
THIS NOTICE IS FOR INFORMATIONAL PURPOSES ONLY. The Centers for Disease Control and Prevention (CDC), Center for Global Health, contemplates award of a Firm Fixed Price Sole Source Contract to DuMond Conservancy, 14805 SW 216 St, Miami, FL 33170. The work shall be performed at the Contractor's facility. The Period of Performance is estimated to be 2 months. The North American Industrial Classification Standards (NAICS) Code is 813312 with a Size Standard of $15M. The sole source award will be conducted in accordance with FAR Part 6.302-1; only one responsible source and no other supplies or services will satisfy agency requirement. The purpose of this acquisition is for the DuMond Conservancy take ownership of 12 Aotus nancymae monkeys. DuMond Conservancy will be required to follow standards for humane care and treatment of animals under the Animal Welfare Act of 1966 and 1970. Further CDC requires that the contractor have dedicated veterinary staff, husbandry staff, a USDA licensed facility, membership in the American Zoological Association, compliance with the Animal Welfare Act and associated regulations, compliance with The Guide for the Care and Use of Laboratory Animals, and all other federal policies and regulations that provide national standards for the acquisition, transportation, housing, control, maintenance, handling, treatment, care, use and disposal of animals. Further, the contractor must have housing arrangements appropriate for 12 Aotus nancymae monkeys. The DuMond Conservancy has extensive experience in the care and treatment, housing and social interactions of Aotus monkeys. The Conservancy has provided quality living standards in forested semi-tropical environs for over 50 years and has dedicated veterinary staff to assure appropriate medical monitoring and care, as well as a trained husbandry staff. The facility is licensed by the United States Department of Agriculture and registered with the American Zoological Association. The facility is in compliance with the Animal Welfare Act and Regulations (Title 9 Code of Federal Regulations part 1), The Guide for the Care and Use of Laboratory Animals, and other federal policies and guidance as applicable that provide national standards for the acquisition, transportation, housing, control, maintenance, handling, treatment, care, use and disposal of animals. The DuMond Conservancy maintains its primates in complex social and physical environments in order to maintain behaviorally and medically healthy animals. The housing arrangements are appropriate for the species and meet all Animal Welfare Act and Public Health Service requirements. The DuMond Conservancy has a rich history of studying primate ecology and behavior and of providing learning and training opportunities to researchers and conservationists. The DuMond Conservancy is a dedicated research institute that is not open to the public. The DuMond Conservancy is the only known vendor capable of meeting all of the required standards for care with the capacity to take ownership of the 12 Aotus nancymae monkeys. CDC is not requesting competitive proposals and no solicitation is available. Firms that believe they can provide the services required are encouraged to identify themselves and give written notification to the Contracting Officer no later than 5:00 PM Eastern Standard Time, by December 2, 2016. Determination not to compete this proposed action based on responses to this notice is solely within the discretion of the Government. Respondents will assume all financial costs for preparing a response to this notice. The U.S. Government assumes no financial obligation for the preparation and distribution of prepared responses.
