Department of Veterans Affairs Veterans Health Administration Sources Sought Notice Preventative Maintenance on Utility Vehicles, Kawasaki Mules This is a Sources Sought notice and not a request for quotes. This request is solely for the purpose of conducting market research to enhance VHA s understanding of your company s offered services and capabilities. The Government will not pay any costs for responses submitted in response to this Sources Sought. This Sources Sought notice provides an opportunity for respondents to submit their notice of ability, and their available products in response to the requirement described below. Vendors are being invited to submit information relative to their potential of fulfilling the requirement below, in the form of a capability response that addresses the specific requirement identified in this Sources Sought. The Veterans Health Administration (VHA) is seeking a vendor to provide preventative maintenance for their 10 utility vehicles, Kawasaki Mules IAW the original equipment manufacturers (OEM) manual. Refer to the General Requirements section below for the requested service description. This Sources Sought is to facilitate the Contracting Officer s review of the market base, for acquisition planning, size determination, and procurement strategy. GENERAL REQUIREMENTS The contractor must provide the following services: Scope of Work Full Service maintenance contract to include all necessary labor, tools, equipment, transportation and parts required to perform repair and preventive maintenance. All equipment shall be maintained in proper operating condition as specified by the original equipment manufacturer (OEM). Contractor must have proven access to manufacturers parts, manuals and schematics needed to perform the service. Necessary repairs to 10 each- 2015 Kawasaki 4010 Mules. The customer will be responsible for the pickup and delivery of the equipment. All work will be performed during normal working hours Monday to Friday, 7am to 4pm, or the repair facilities normal business hours. Any requests to perform work outside these hours will require the approval of the Contracting Officers Representative (COR), and will be at no additional cost to the Government. Preventive Maintenance Service will be mutually scheduled in advance during the contractor s normal weekday working hours. Work will not be scheduled on site during Federal Holidays. Upon completion of PM, the unit must be clearly labeled with a sticker stating the date the last PM was completed and the due date of the next PM, as well as the name of the technician that performed said PM. At the completion of each service call/PM, the contractor will provide a written service report to the COR. This report will clearly show the date of service, type of service performed, model and serial numbers, name of field technician(s), a description of the work performed and a list of any parts replaced. All Documentation shall be electronically transmitted to the COR. Repair services will be performed at the request of the VA in addition to the preventative maintenance described below, Preventative maintenance will be performed per the OEM Recommended Services hour meter intervals: 250 hour service. 500 hour service. Every 250 hours after the 500 hour service. 2 year service 4 year service Additional Repair Services /Parts This contract includes the option to purchase additional repair services/parts not covered under the final contract for preventative maintenance. Costs of repair, replacement of parts or materials determined to be defective during testing shall be on an as-needed basis as determined by the servicing technician and the COR. All deficiencies and defects shall be itemized and reported as cost of repairs. The pricing/quote for the additional repair services shall be requested at the time of need, in accordance with the labor rates provided below and all work shall be preapproved by the COR and CO prior to commencement of work.   Please note, the amount of emergency repairs is unknown at this time.   These services are not guaranteed and will fluctuate based on the need and severity of the situation. Based on the cost of the additional repairs/services and prior to commencement of work, all additional work will be authorized via a Government Purchase Card transaction, a dually signed modification or via an additional separate order accompanied by an authorized obligation number. Additional Repair Services/Parts Labor Rates: Emergency labor hourly rate for normal business hours $ Emergency labor hourly rate for after hours and Saturdays $ Emergency labor hourly rate for Sundays and Holidays - $ Parts Discount (if applicable): $ All repairs shall be performed to manufacturer s specifications by a trained technician. A response is required from the vendor within 24 hours? (Or whatever time deemed appropriate) when a request is made by the COR. Additional work found during normal service and preventative maintenance, and any work that will require extensive time and materials, must receive prior approval of the Contracting Officer. All work shall be coordinated through the Contracting Officers Representative (COR). No changes to this Scope of Work without prior written approval of the Contracting Officer. Eligibility in participating in a future acquisition does not depend upon a response to this notice. Proprietary information is neither requested nor desired. If such information is submitted, it must clearly be marked "proprietary" on every sheet containing such information, and the proprietary information must be segregated to the maximum extent practicable from other portions of the response (e.g., use an attachment or exhibit).
