- This is a synopsis for the procurement of an estimated six (6) 90 ft. Azimuthing Stern Drive (ASD) Harbor Tugboats (YTs) over the next three (3) years under a Firm Fixed Price (FFP) contract. This contract will have a base year, and two subsequent option years to procure crafts, equipage, initial spares, technical data, crew familiarization, hoisting systems, Acceptance Trials and final delivery of crafts to either Bremerton, Washington or Yokosuka, Japan. The YTs will be built to commercial standards and practices using Government specified requirements focused on craft capabilities to perform Navy missions, operability with reduced crew sizes, and maintainability of craft systems. The acquisition approach will address Total Ownership Cost (TOC) emphasizing commonality with previously acquired YT’s and standardization of equipment throughout the Class to reduce lifecycle costs. The YT s will be procured utilizing a competitive small business set aside in accordance with the Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items. The solicitation is anticipated to be posted within 45 days; this synopsis is provided as an advance notice. A contract with a base and two (2) optional years is contemplated, with award being made to a single Offeror who offers the Best Value to the Government using trade off analysis. The base contract is anticipated to be for two (2) YTs and two (2) optional YTs with subsequent option awards being based on the needs of the Navy. Options are to be exercised over three (3) years if the requirements remain unchanged.
