- In accordance with 10 USC 7299a(b), before awarding work among competing shipyard offerors in a coast-wide competition, the Navy considers the reasonably predictable & foreseeable "interport differential costs" of moving the vessel and its crew from the homeport to the outside place of performance and back to the homeport. These interport differential costs are added to the proposed price in order to determine each offeror's evaluated price to the government. The Navy intends to revise the interport differential calculation to further capture the cost of moving and sustaining ships force outside the ship's current homeport. The Navy plans to hold an industry day on or around 30 November 2016 to discuss interport differential costs. The purpose of this Industry Day is to make the ship repair community aware of the Navy's processes and procedures utilized to develop the interport cost differentials, the constraints the Navy experiences when calculating foreseeable costs with reasonable certainty, and the revisions that are under consideration. This forum will give the Navy an opportunity to receive feedback from the ship repair industry on matters relating to the calculation of the foreseeable interport differential costs. Upon completion of the Industry Day, the Navy will re-examine the interport differential figures currently included in solicitation N00024-17-R-4415 and make adjustments as they Navy deems appropriate. However, the Navy does not anticipate extending the proposal due date for solicitation N00024-17-R-4415 beyond 02 December 2016. Interested parties shall be afforded an opportunity to update proposals during Final Proposal Revisions. The timing of this Industry day and the solicitation amendment will extend an offeror's right to challenge the interport differential aspect of the solicitation beyond the initial proposal submission date.
