Point of Contract: Vincent Lynch, Contracting Officer, ph(202) 366-9568 Title: NEMSIS Technical Improvement Center Description(s): The National Highway Traffic Safety Administration (NHTSA) is issuing this Sources Sought Notice to identify potential qualified Small Business (SB), Small Disadvantaged Business (SDB), 8(a) Certified SDB, HUBZone SB, SDVOSB, or WOSB concerns that may be interested in and capable of performing the work described herein to manage and staff the NEMSIS Technical Improvement Center (the Center), which will maintain the NEMSIS data standard, assist in the implementation of NEMSIS Version 3 in the states, maintain the National EMS Database on a NHTSA infrastructure, and utilize the database to improve EMS care in the nation. NHTSA welcomes all qualified certified Small Business concerns with the appropriate NAICS Code and past experience to submit their Corporate Capability Statements that demonstrate their ability to successfully accomplish the goals of the proposed project as listed below. In addition to soliciting on the open market, the government may decide to later limit its competition to those qualified GSA MOBIS Schedule holding contractors listed under SIN 874-1, Integrated Consulting Services and/or 874-7, Integrated Business Program Support Services. NHTSA does not intend to award a contract on the basis of responses to this notice or otherwise pay for the preparation of any information submitted. Acknowledgement of receipt of responses will not be made; and no formal evaluation of the information received will be conducted by NHTSA. NHTSA may; however later on issue a Request for Proposals (RFP). However, should such a requirement fail to materialize, no basis for claims against NHTSA shall arise as a result of a response to this notice. Background: The National Highway Traffic Safety Administration's (NHTSA) mission is to save lives, prevent injuries, and reduce traffic-related health care and other economic costs. The agency develops, promotes, and implements effective educational, engineering, and enforcement programs with the goal of ending vehicle crash tragedies and reducing economic costs associated with vehicle use and highway travel. The National EMS Information System (NEMSIS) improves care through the standardization, aggregation, and utilization of point-of-care data at the local, state and national levels. The NEMSIS Technical Improvement Center shall maintain the NEMSIS data standard and provide support and assistance to local and state EMS systems, software developers, researchers, the Federal government and the general public in the collection and effective use of this valuable information. NHTSA maintains sole policy oversight for the NEMSIS program. NEMSIS is critical to the EMS community, EMS researchers, other public stakeholders, and the Federal government. The collection of relevant prehospital patient care information can be of particular value to NHTSA, and other modes of USDOT, to enhance understanding of serious injuries resulting from motor vehicle crashes or related bicycle and pedestrian injuries, or other motor vehicle related incidents. NHTSA plans to transition from NEMSIS Version 2 to NEMSIS Version 3. This transition and the enhanced coordination and linkage of EMS data with crash data and other hospital and trauma databases will increase the opportunity to evaluate motor vehicle related serious injuries on a state by state basis. The National EMS Database, especially after transition to NHTSA servers, will be more utilized by the EMS community and accessed similarly to NHTSA's Fatality Analysis Reporting System (FARS), National Automotive Sampling System (NASS), and other highway safety databases. History of NEMSIS Contract Support: In 2005, in order to begin implementation of NEMSIS across the country, NHTSA funded the NEMSIS Technical Assistance Center (TAC), through a Cooperative Agreement with the University of Utah, School of Medicine. In 2010, NHTSA awarded a second 5 year Cooperative Agreement to the University of Utah. In 2015, NHTSA awarded a two-year "transition contract" to the University of Utah to maintain the NEMSIS program and assist with transitioning the infrastructure of the National EMS Database to the government. The NEMSIS TAC has been essential to providing technical assistance to State EMS Offices, local EMS agencies, and EMS software developers as they convert or crosswalk to the NEMSIS standard, including version updates, maintaining the secure infrastructure to collect and manage data submitted by the States and Territories, maintaining and enhancing the NEMSIS national reporting system, and successfully coordinating the NEMSIS dataset with the Health Level 7 (HL7) Standard Development Organization and ANSI to assure interoperability with other health data systems. Should a RFP be released and a contract awarded for this work, it will be important to distinguish the work of the Technical Assistance Center (2005-2017) and the Technical Improvement Center (2017-). As outlined below, the goals of contract support through the Technical Improvement Center include not only technical support and compilation of the National EMS Database, but also the translation of that data into meaningful information that leads to EMS system improvements. Objective: The Contractor shall be responsible to manage and staff the NEMSIS Technical Improvement Center (the Center), and provide continued national support and assistance to local and state EMS systems, software developers, researchers, the Federal government and the general public in the collection and effective use of this valuable information. The Contractor must be able to, and have experience with, effectively communicating highly technical and very specific to the operation of EMS and 911 systems, to make them understandable to stakeholders in order to be effective. REQURIED CAPABILITIES: The corporate capability statement must address the capabilities necessary to accomplish the scope outlined above as well as the additional tasks and characteristics given below. The corporate capability statement should address the experience and working knowledge of the interested contractor specifically with EMS and healthcare data issues, and working with both the EMS and broader healthcare communities, and in developing products and services as outlined that meet the requirements of NHTSA's Office of EMS as well as all applicable industry standards. It is imperative that the Contractor be able to provide experience and expertise in working with both the EMS and broader healthcare communities on its issues from the outset of this contract. The corporate capability statement should also address the experience and working knowledge of the interested contractor with healthcare data analysis, interpretation, visualization of big data, translation of data into meaningful improvement in particular health sectors, and the integration of clinical data into health information exchange. The overall goals of the NEMSIS program and the NEMSIS Technical Improvement Center are to: •a) Be the definitive source for information about emergency medical services and interpret data into meaningful information for local, state and national policy makers; •b) Maintain an EMS information system, including national database, that is open, easily accessible to the public, fully utilized, reliable and trusted; and •c) Facilitate local and state EMS data integration, exchange and utilization to improve care and outcomes of patients More specifically, the Contractor will achieve the following during the period of performance: •a) Fully implement the NEMSIS Version 3 data standard and architecture for populating state and national EMS databases in 90% of states and territories; •b) Assure that states and territories submitting EMS records to the National EMS Database have at least 90% of local agencies within their boundaries reporting NEMSIS Version 3 standard data; •c) Measure and assure an annual increase in the utilization of National EMS Database data; •d) Assist states, territories, local agencies and software vendor partners with collecting and using data to improve quality; •e) Assist researchers, EMS associations, policymakers, Federal partners, NHTSA grantees and the public easily access meaningful information from the National EMS Database; •f) Certification of software packages as compliant with the NEMSIS standard; •g) Revision(s) of the NEMSIS standard on a predictable cycle using a transparent and engaging process; •h) Development of tools and products to facilitate the local integration of EMS records into electronic health records (EHR) and select EHR data into previously completed EMS records as well as with regional and state level Health Information Exchanges; •i) Collaboration with other healthcare standards, data collection systems, EMS improvement programs, and registries related to EMS, including but not limited to the National Trauma Data Bank, the Paul Coverdell National Acute Stroke Registry, the Cardiac Arrest Registry to Enhance Survival and the EMS Compass Initiative; and •j) Assist NHTSA with analyzing EMS and other medical and traffic safety data to determine the ongoing impact of EMS on trauma outcomes and assist with how EMS data can be used to help improve trauma outcomes; •k) Maintenance of legacy data, information technology and standards from the incumbent as appropriate. Possible specific contract requirements include: •1. Conduct Kick-off Meeting and Meeting with Incumbent •2. Submission of Project Work Plan •3. Operation, Maintenance and Promotion of the National EMS Database •a. Data Submission Support for the National EMS Database •b. Provision of Technical Support to States and Developers •c. Maintenance of www.nemsis.org and Associated Resources and Tools •d. Revision of NEMSIS Version 3 Data Dictionary •e. Certifying Software Packages as Compliant with the NEMSIS Standard •f. Production and Publication of the Annual National EMS Database: Public Release Research Database •g. Negotiate Data Use Agreements with States •4. Translating Data Into Meaningful Information •a. Visualization and Access to National EMS Database Data •b. Communications and Outreach to the EMS Community •5. EMS System Improvement Through Government and NGO Partnerships Format of Corporate Capabilities Statement: Any interested qualified Small Business (SB), Small Disadvantaged Business (SDB), 8(a) Certified SDB, HUBZone SB, SDVOSB, or WOSB concerns should submit their Corporate Capability Statement, which demonstrates the firm's ability and past experience in no more than 10 pages to perform the key requirements described above to the identified NHTSA point of contact listed herein.
