- The mission of the Department of State (DoS), Bureau of Consular Affairs (CA), Office of Consular Systems and Technology (CST), New Service Design and Development (NSDD) Division, is to develop and support application software for Consular users at overseas posts, domestic visa processing centers, headquarters in DC, and the American public domestically and abroad. NSDD is focused on the ConsularOne Program to design and implement new technology solutions that align to business needs and advance the Bureau's technical capabilities. The Consular Systems Modernization Contractor (hereafter simply the "Contractor"), acting independently and not as an agent of the Government, shall furnish all of the necessary personnel, materials (other than those identified as Government Furnished Equipment), services, facilities (except as otherwise specified herein), and otherwise perform all necessary activities for or incident to the performance of the work as set forth in this Performance Work Statement (PWS). Throughout this PWS, CA makes reference to notification, delivery, liaison and interaction between CA and the Contractor. This PWS requires the Contractor to interact with CA Federal personnel and contractors of multiple disciplines (contracting personnel, contract management personnel, technical personnel, etc.) who comprise the ConsularOne team. The purpose of this PWS is to procure the services of a contractor who will design, configure/develop, implement, integrate, and operate and maintain the ConsularOne system, including all Government off the Shelf (GOTS) and Commercial off the Shelf (COTS) products. The objective of the CSM contract is to provide the services and technology required in support of the ConsularOne program. The objective of the ConsularOne program is to significantly shift how consular services will be delivered globally by: •Integrating information needed to make confident, well-informed decisions; •Promoting a self-service approach for customers through a user-friendly web portal; •Facilitating a digital paperless workflow through an online application process; •Creating a user-friendly interface providing a common look and feel to all functions (e.g. adjudication, document issuance, data entry, etc.); and •Providing the ability to adjust and scale operations reliably, and efficiently. In addition, the Contractor is to serve as the Prime Integrator and be accountable for the entire effort, to include integration of the efforts of all contractors (e.g., website services contractor, possible third-party development contractors, etc.) and ensure that their collective efforts achieve the requirements of the ConsularOne program. For example, the Prime Integrator will be expected to integrate multiple concurrent development streams, several teams updating system and technical requirements, and several teams testing ConsularOne system capability.
