- The Naval Supply Systems Command (NAVSUP) Fleet Logistics Center (FLC) Norfolk Contracting Department, Norfolk, VA 23511-3392, intends to award a Firm Fixed Price contract for Fleet Personnel Programs support services for U.S. Fleet Forces Command (USFFC) using the policies and procedures of Federal Acquisition Regulation FAR part 13, Simplified Acquisition Procedures. This requirement will be solicited as 100% Small Business Set-aside. The NAICS code applicable to this procurement is 611710. The size standard is $15 Million. Sources sought notice N0018917TTBD3 was posted on 09 November 2016. The small business professional concurs with the resulting acquisition strategy. U.S. Fleet Forces Command requires Fleet Personnel Programs support services to include training aimed to bring awareness, reduce risk, prevent, and provide education on the range of destructive behaviors that affect Navy sailors, inclusive of suicide, drug and alcohol abuse, domestic violence, and sexual assault prevention. It shall address stress and resiliency in our Sailors. The requirement is for a part-time Contractor support to perform services on various dates beginning 09 January 2017 through 21 September 2017. Direct labor for this task shall be in accordance with the Performance Work Statement. Working hours shall vary, as required, to support seven Fleet Workshops throughout the USFFC Area of Operations (AOR). Training shall be constructed to provide targeted messaging for All Hands (all ranks, E-1 to O-9) sessions with the use of Edutainment, which provides more education and awareness through the use of an entertainment format, leading into a more serious, and specific, message about the impact of destructive behaviors on an organization. The Edutainment should be an innovative presentation that engages Sailors in the understating that culture change and requisite training are necessary to prevent destructive behaviors before they take place. The solicitation, any documents related to this procurement, and all amendments issued will be in electronic form. THE SOLICITATION IS NOT YET AVAILABLE. Once available, the solicitation will be posted to this site Navy Electronic Commerce Online or (NECO). The solicitation is expected to be available on or about 21 November 2016. The NECO website has a submit bid button next to the solicitation number. DO NOT use the submit bid button on NECO to submit a quotation. A complete RFP package will be available by downloading the documents at the NECO Website as follows: http://www.neco.navy.mil or FEDBIZOPPS at http://www.fedbizopps.gov on or around 21 November 2016. Potential contractors are hereby notified that the solicitation and subsequent amendments to the solicitation will ONLY be available for download at the above site; this office will NOT issue hard copy solicitations. By submitting an offer, the vendor is self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the offer. By submission of an offer, the contractor acknowledges the requirement that a prospective awardee must be registered in the System for Award Management (SAM) database prior to award, during performance, and through final payment of any contract resulting from this solicitation, except for awards to foreign vendors for work to be performed outside the United States. Lack of registration in the SAM database will make a contractor ineligible for award.
