Sources Sought document 1.SOURCES SOUGHT ****THIS IS A MARKET SURVEY. THIS IS NOT A SOLICITATION OR REQUEST FOR PROPOSAL. RESPONSES TO THIS MARKET SURVEY SHALL BE FOR INFORMATION PURPOSES ONLY, WHICH WILL BE USED TO ASSIST THE NATIONAL INSTUTUES OF HEALTH (NIH) IN DETERMINING IF QUALIFIED CONCERNS ARE AVAILABLE TO WARRANT SETTING ASIDE THIS ACQUISITION FOR SMALL BUSINESSES. ****** The NIH seeks to determine the availability of 8(a), HUBZone, Service-Disabled Veteran-Owned or Woman-Owned Small Business concerns capable of performing MINOR CONSTRUCTION, RENOVATION AND REPAIR SERVICES of various NIH Facilities and Infrastructure. The applicable North American Industry Classification System (NAICS) Code is 236220 (Commercial and Industrial Building Construction) and the Small Business standard is $36.5M. It is the Government's intention to award one Indefinite Delivery Indefinite Quantity (IDIQ) Contract, consisting of a Base and four (4) Options periods, with a maximum dollar value of $50M over the life of the contract. Award of Task Orders will be on a fixed-price basis, based on RSMeans unit pricing with pre-proposed and accepted coefficients, unless stated otherwise in the Request for Proposal (RFP) by the issuing Contracting Officer (CO). The values of orders anticipated under this contract range from $3,000 to $350,000; however, the Government reserves the right to place orders outside this limit. 2.BACKGROUND: As a part of the U.S. Public Health Service under the Department of Health and Human Services, the National Institutes of Health is the Federal Government's primary biomedical research agency. The NIH's mission is to seek fundamental knowledge about the nature and behavior of living systems and the application of that knowledge to enhance health, lengthen life, and reduce the burdens of illness and disability. Composed of 27 Institutes and Centers, the NIH provides leadership and financial support to researchers in every state and throughout the world. The NIH Office of Research Facilities (ORF) supports the NIH mission by providing, maintaining, and operating safe, healthy, and attractive facilities. ORF's Division of Design and Construction Management (DDCM) is responsible for the oversight of the design, construction, repair and renovation of all NIH facilities and infrastructure. To this end, ORF/DDCM seeks a highly qualified, credentialed contractor with the capabilities to perform minor construction, alteration, renovation, modifications, and repairs, including interior and exterior handy-man services. The work under this award will require the contractor to have the experience, capability and resources necessary to perform simultaneous/concurrent construction projects of varying size and complexity, with enough remaining individual and aggregate bonding capacity to perform new tasks over the life of the contract. 2.1.Project Locations: Task Orders may be performed at the following locations over the life of the contract: a.NIH Main Campus, Bethesda, Maryland (306 acres, 110 buildings, over 12.5 million GSF of space). b.NIH Animal Center, Poolesville, Maryland (500 acres, 43 buildings, 336,000 gross square feet of space). c.The Integrated Research Facility at Fort Detrick, Frederick, Maryland. d.Leased facilities in Bethesda, Rockville, Baltimore, and Gaithersburg, Maryland (50 buildings, over 4 million gross square feet of space). e.Biomedical Research Center (BRC), Baltimore, Maryland (573,000 square feet of space) f.Gerontology Research Center (GRC), Baltimore, Maryland (7.5 acres, 210,000 gross square feet.) 2.2.Project Types: Task Orders shall include, but are not limited to, the minor construction, alteration, renovation, and/or repair of the following types of NIH spaces: a.Clinical and patient care units and all related areas to include general, surgical and specialized hospital spaces. b.General or highly specialized biomedical research laboratory spaces and all associated support areas to include Bio-safety level BSL-2, BSL-3, and BSL-4 laboratory. c.General or highly specialized animal spaces and all associated support areas. d.Office, administrative, public and all associated support areas. e.Interior and exterior infrastructure & utility (mechanical, electrical and/or plumbing) systems including chiller and steam plants, electrical vaults, etc. f.General Purpose areas such as paving, roofing, building exteriors, hardscaping, and architectural systems. 2.3.Project Complexity: Task Orders may include special considerations, such as: a.Physical Security restrictions / limitations / requirements b.Anti-Terrorism / Force Protection (AT / FP) restrictions / requirements c.Special / Interim Life Safety measures d.Construction Risk Assessments e.Occupied space(s) restrictions/ limitations f.Access restrictions g.Off-hours working requirements h.Vibration / noise limitations i.Hazardous Materials Abatement / Remediation j.Joint Commission requirements (for hospital) k.Special Area restrictions, i.e. infectious or immune compromised areas within a hospital space 2.4.Project Size: Task Orders shall include projects with construction costs ranging between $3,000 and $350,000. 3.DESCRIPTION OF THE REQUIREMENT 3.1.Construction Services: The Contractor shall be fully qualified and licensed and have qualified licensed subcontractors (as applicable). The contractor shall provide all labor, supervision, tools, materials, equipment, transportation, and management necessary or incidental to provide minor construction, renovation, alteration and rehabilitation services, including demolition and/or asbestos and hazardous waste abatement, as required. Construction services shall be provided in response to individual Task Orders. Task Orders will involve a variety of disciplines, trades and special expertise including, but not limited to: mechanical, electrical, and plumbing; architectural; structural; carpentry, millwork, painting and other finishes; road repair; roofing; excavation; lab and medical gases; HVAC, sheet metal and steam fitting; demolition; concrete and masonry; welding; and/or asbestos and other hazardous material abatement. The work may vary from performing handy-man services to general construction to renovating, retrofitting, or installing highly complex mechanical, plumbing, electrical, structural or containment systems that are used in biomedical laboratory and animal spaces to protect the occupant and the environment. Furthermore, the Contractor shall not interrupt any of the NIH Government activities in the performance of the work, including adjacent utility spaces and occupied areas within the buildings, especially those which must remain operational throughout the construction process. The Contractor shall be capable of controlling noise and vibration, dust and flying debris, protecting all adjacent areas and following all NIH Fire and Safety regulations and procedures. The Contractor shall have sufficient materials on site or under their direct control to aggressively and without interruption pursue construction once started through Final Acceptance. The Contractor shall demonstrate to the satisfaction of the Contracting Officer's Representative (COR) that this condition has been met prior to starting construction. On all Task Orders, the Contractor shall be responsible for the following, as a minimum: a.Project Management - Contractor shall provide adequate and sufficient project management and supervisory personnel to manage the day-to- day on-goings of a construction project, inclusive of management and coordination of all subcontractors. b.Project Schedule - The Contractor shall develop, maintain, and control the Project schedule. The contractor shall coordinate and integrate the schedule with the services and activities of the Government, Architect / Engineer (A/E), Construction Quality Manager (CQM), if any, subcontractors, and other designated Government representatives and contractors. c.Construction Quality Control (QC) d.Construction Safety e.Testing Services - As required, including but not limited to, construction material tests, factory witnessing, and field investigation and testing. f.Inspections - The Contractor is responsible for the inspection of its subcontractors' workmanship, materials, and equipment for conformity with requirements of the construction contract, as well as its own work. g.Coordination of Work Activities - Project coordination including, but not limited to, permits, shutdowns, road closures, etc. with adjacent and/or ongoing NIH operations and staff, other contractor's activities and surrounding State, Local, and Federal offices. h.Hazardous Material Abatement & Remediation - As required under the Task Order, Abatement and Remediation services include the surveying, inspecting, testing, planning, estimating, design (if required), remediation and disposal of hazardous materials. Hazardous materials include, but are not limited to: Asbestos, Lead-based paint, PCB's, mercury, etc. i.Compliance with Environmental Codes and Regulations. j.Compliance with HHS Sustainability Goals and Requirements. k.Submittals l.Requests for Information (RFIs) m.Record Documents 1.Records / Reports - The Contractor shall keep accurate and detailed written records of project progress during all stages of construction and prepare Monthly Progress Reports in the format specified in the specifications or as directed by the Task Order. (i)The Contractor shall maintain a detailed daily diary of all events, which occur at the job site or elsewhere, which affect or may be expected to affect project progress. (ii)The Contractor shall maintain on a current basis, contract records including copies of all correspondence, submittals, progress reports and related documentation throughout the duration of construction. Files shall be logically organized and indexed according to a filing system. The records shall be organized and maintained so they are easily accessible. All Contractor files relating to this contract and/or project will be made accessible to the Government throughout the contract duration. Such files will be turned over to the Government for record purposes prior to close out of the Contractor contract. Examples of files to be maintained are: Correspondence Up to date plans and specifications that include Supplemental Instructions, Amendments, RFI clarifications Annotated and Dispositioned submittals. Formal and pending contract modifications with documentation. Value engineering change proposals. Claims and supporting documentation. Minutes from progress and/or project-related meetings. Approved payment vouchers. Documentation of significant clarifications and decisions Inspection and progress reports Contractor's monthly status reports Red-line Documents 3.2.General Site and Field Office Requirements Office space will NOT be provided on the NIH Bethesda campus for the Contractor's workforce; therefore, the Contractor shall maintain a local presence (i.e. a working office) in close proximity / reasonable commuting distance to the campus, from time of contract award to completion. No routine, commuting travel costs are authorized in association with the work. However, some Task Orders may require a continuous presence on the NIH campus by the Contractor's Key Personnel. If this requirement is specified, the Government will make available space on the campus for the Contractor's use. The exact location will be determined at time of Task Order award. If the requirement to provide space is authorized by the Contracting Officer (CO): a.Electrical service will be provided be provided by the Government at no expense to the Contractor, as approved by the CO. b.The Contractor is responsible for providing and installing any temporary transformers and secondary distribution as required, and making all connections, as required. c.Telephone and high speed IT services (Data/LAN) to provide Internet and data connectivity for the space shall be provided by the Contractor as part of their scope of services. d.The Contractor shall provide all computers, printers, any furniture and other equipment as required for its own staff. 3.3.Commissioning as Part of Construction Commissioning services shall not be procured solely or separately under this contract, e.g. Task Orders shall not be issued for Commissioning services only. a.If commissioning services are acquired within the contract, the requirement to perform Commissioning shall be part of the construction scope and specified under the Task Order. b.In the case where the Commissioning Authority (CxA) is procured by the Government outside of the construction contract, the CxA, who shall direct and oversee the commissioning process, shall work with the Contractor in execution of that process. Costs incurred by the Contractor for full participation in the commissioning process, shall be borne by the Contractor. 3.4.Activation Services as Part of the Construction Activation services are not included in this award. 3.5.Hazardous Material Abatement & Remediation Hazardous Material Abatement & Remediation services shall not be procured solely or separately under this contract, e.g. Task Orders shall not be issued for Hazardous Material Abatement & Remediation services only. a.If Hazardous Material Abatement & Remediation services are acquired within the contract, the requirement to perform Hazardous Material Abatement & Remediation shall be as part of the construction scope and specified under the Task Order. b.If hazardous materials are discovered during the execution of the construction, Hazardous Material Abatement & Remediation services may be added to Task Order scope by contract modification, as authorized by the Contracting Officer. 3.6.Inspection and Acceptance of the Construction In accordance with FAR 52.246-13, unless otherwise specified in the contract, the Government shall accept, as promptly as practicable after completion and inspection, all work required by the contract or that portion of the work the Contracting Officer determines can be accepted separately. Acceptance shall be final and conclusive except for latent defects, fraud, gross mistakes amounting to fraud, or the Government's rights under any warranty or guarantee. a.Notification for Pre-final Inspection - The Contractor and the Government will jointly conduct a Pre-Final Inspection prior to any Final Inspection. Request for the pre-final shall be made in writing to the Contracting Officer at least five (5) business days prior to the desired date. b.Pre-Final Inspection - Discrepancies noted will be furnished by the Government inspector to the Contracting Officer. The Contracting Office Representative (COR) is responsible for furnishing a complete punch list, in writing, to the Contractor. Items noted on the punch list will be completed prior to scheduling a Final Inspection. c.Notification for Final Inspection. When the Contractor is ready for Final Inspection, he shall request it in writing to the Contracting Officer or his Duly Authorized Representative at least five (5) business days prior to the desired date. 3.7.Construction Project Close-Out (Mandatory on all Task Orders) Project closeout is the last major phase of a project's lifecycle. The Closeout Phase consists of mandatory actions and activities to formally complete the project or contractual obligation. Upon Final Acceptance, the Contracting Officer's Representative (COR) will notify the CO that all property or services have been received, are technically acceptable, and are in accordance with the contract's terms and conditions. Unless otherwise specified in the Task Order, Project Closeout shall include the following: a.As-Built Drawings b.Records c.Operations & Maintenance (O&M) Manuals d.Warranties / Guarantees e.Training f.Occupancy Permits 4.SOURCES SOUGHT SUBMISSION REQUIREMENTS Firms with capabilities and experience to perform the services described herein are invited to submit the following: 4.1.Letter of Interest The Letter of Interest shall not exceed two (2) pages and shall contain at a minimum the following information: a.Company contact information to include: •Firm Name •Primary Point(s) of Contact, with telephone number(s) and email address(es) •Firm Mailing Address and Telephone Number •Company's NAICS Code and Small Business Classification (i.e. Large, Small, HUBZone, Woman-owned, Service-Disabled Veteran, etc.) •DUNS Number b. Brief description of the firm's core services, to include: •Firm's primary business activity (e.g. Mechanical Contractor, Electrical Contractor, General Contractor, etc.) •Current bonding capacity; aggregate and individual •Experience Modification Rating (EMR) for the proceeding 3 years 4.2.Qualification Statement The Qualification Statement shall not exceed twenty (20) single-sided, letter size pages, using 12 point fonts, numbered sequentially, and shall not contain hyperlinks. As a minimum the Qualification Statement shall include the following information: a.Part 1 - Similar Projects 1.Provide no less than three (3) and no more than six (6) Similar Projects performed within the last five (5) years, or in progress, which best demonstrate your firm's experience providing minor renovation and construction services on projects similar in type, complexity and size to the NIH requirement. (Similar projects are described above in Section 2) 2.Each Similar Project narrative shall not exceed three (3) pages, and as a minimum shall include: •One (1) construction, alteration, renovation, and/or repair project in an occupied or fully operational biomedical research laboratory or hospital space. •One (1) construction, alteration, renovation, and/or repair project in an occupied or fully operational administrative / office / public space. •Note - Other Similar Projects shall demonstrate construction, alteration, renovation, and/or repair services in any of the remaining types of spaces described herein, or a combination thereof. 3.Each Similar Project shall contain the following information, as a minimum: •Project Name and Location •Contract Number / Order Number •Name of Owner / Agency •Technical Point of Contact, with telephone no. and email address •Contracting Official, with telephone no. and email address •Contractor's role on the Similar Project - i.e. Prime or Subcontractor •Type of contract (i.e. IDIQ, Task Order, Stand-alone) •Beginning and Ending Contract Values and Periods of Performance. •If Prime, % of work self-performed. 4.Each Similar Project shall provide a clear description of the project, including such information as: •The scope of work, including facility space type and size (square footage) •Type of construction services performed (e.g. renovation, new, repair, etc.) •Construction disciplines and trades involved, including specialized services provided, if any. •Any special working conditions, constraints, and /or stringent requirements. [Note - Examples of may include, but are not limited to: noise restrictions, vibration control, ILSM, JCO, CRA, Security, restricted work hours, etc.] •Challenges encountered such as limited staging areas or site access restrictions. •Explanations for any increase in cost and/or schedule. •Use of electronic Project Management Information System (PMIS) to capture, manage and/or archive key construction data.
