Description
The Orlando VA Medical Center located in Orlando, Florida, is seeking a qualified Architectural-Engineering firm to perform A/E services. THERE IS NO RFP PACKAGE TO DOWNLOAD. ALL INFORMATION NEEDED TO SUBMIT SF 330 DOCUMENTS IS CONTAINED HEREIN. THIS IS NOT A REQUEST FOR PROPOSAL. This acquisition is a 100% set aside for Small Disabled Veteran Owned Small Business. In order to be considered for award firms responding to this announcement shall be registered in VETBIZ a Service Disabled Veteran Owned Small Business. The link to the VETBIZ site is http://www.vetbiz.gov/ As a prospective offeror or bidder for this Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside, you are verifying your company meets the status requirements of a SDVOSB concern as established by 38 CFR Part 74 and that you are in compliance of FAR Clause 52.219-14(b) (1) Limitations on Subcontracting, when you submit a SF 330 for this Sources Sought Notice. For this proposed A&E contract, at least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the concern. Contract Information: A Firm Fixed Price A/E Design Services contract is contemplated for Project 675-16-100, Renovate Building 500 for Administration Space, Orlando VAMC, Orlando, FL. The NAICS code for this acquisition is 541330 Engineering Service, Size Standard is $15 Million. This acquisition is for Architect/Engineer (A/E) services, and is procured in accordance with the Brooks A/E Act as implemented in Subpart 36.6 of the Federal Acquisition Regulation. The Firm and/or Individuals must be licensed/registered in the state of Florida. The estimated magnitude of construction for this project is between $1,000,000.00 and $5,000,000.00 The Design Period of Performance shall be 225 calendar days. The estimated construction phase is 365 calendar days. In order to be considered for award, interested firms responding to this announcement are required to be registered in the System for Award Management (SAM). Register via the internet site at https://www.sam.gov. Project Information: Provide all Design services necessary to renovate building 500 for administration space. This project will renovate from floor to deck existing facility administrative space vacated when the new Hospital opens to create office/ administrative support space allowing for the relocation of the Homeless Program from Building 503. Roughly 11,000 square feet will be renovated at the Lake Baldwin campus. The homeless program employs roughly 58 employees, all requiring computer workspaces. Design shall include Heating Ventilation and Air conditioning system and fire protection system modifications, new flooring, new drywall partitions, new doors, new bathrooms, privacy issues, new lay-in ceilings, new IT infrastructure, lighting, plumbing upgrades, painting and signage. Administration Space is to be more contemporary in terms of finishes as well as layout and workflow. Mechanical work shall provide all renovated spaces with new mechanical equipment, tied into existing building systems as appropriate. Mechanical systems shall be an energy efficient system to include all necessary duct work, piping, controls, diagrams, one line diagrams and all other relevant information to provide a complete functional and appropriate system. Electrical work shall provide all renovated spaces with new electrical equipment, tied into existing building systems as appropriate. Electrical systems shall include lighting, power, emergency power in accordance with NFPA 99, fire alarm, telecommunications, CCTV, access control and nurse call systems. Plumbing work shall be in accordance to IBC, FBC and UPC to tie any new systems back into the building to include water closets or any other plumbing requirement. Structural work shall provide any saw cuts to for the new requirement to tie plumbing or any other building systems as appropriate. All work shall be phased as required to minimize patient impact and to coordinate with other trades. All designs shall comply with applicable sections of VA standards and publications, and all references therein. The A/E will be required to attend phase meetings at 25%, 65%, 90%, and 100% to discuss progress with the VA staff. Selection Criteria: Selection will be based on the following selection criteria: (1) Professional qualifications necessary for satisfactory performance of required services. (2) Specific experience and qualifications of personnel proposed for assignment to the project and record of working together as a team during both the design and construction phases. (3) Reputation and standing of firm with respect to professional performance, management, and cooperativeness. (4) Specialized experience and technical competence of the firm with the type of service required. (5) Proposed design approach, philosophy and method of implementing a sustainable design including low impact materials, energy efficiency, use of recyclables and recycling of demolished materials, anticipated problems, and potential solutions. (6) Professional capacity to perform work within the time limitations. (7) Past Performance record of performance with the Department of Veteran Affairs, and/or other Medical Facilities, other Federal Government or Private Agencies. The past performance record shall include data on cost control, quality of work and compliance with performance schedules. (8) Knowledge of the locality of the project and that your proximity to the general geographical area enables you to respond to emergency calls in person within 24 hours if awarded the contract. (9) Shall provide a current License or Certificate of Authorization for individuals and/or firm issued by the State of Florida. (10) Record of significant claims against the firm because of improper or incomplete architectural and engineering services. All submissions will be evaluated in accordance with the evaluation criteria. Firms deemed most highly rated after initial source selection will be chosen for interviews. Qualified firms will be scheduled for oral presentations/interviews. Negotiations will be made with the highest ranked firm. The Government will not pay, nor reimburse, any costs associated with responding to this request. The Government is under no obligation to award a contract as a result of this announcement. Submission Requirements: A/E firms responding to this announcement must submit electronically, a Standard Form (SF) 330, Architect-Engineer Qualifications, Parts I and II, and any requested supplemental data, to the attention of Joyce Powers, Contracting Officer, at joyce.powers1@va.gov.
