- This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is N63394-17-T-0022 and is issued as a Request for Quote (RFQ), unless otherwise indicated herein. The solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-92 and DFARS effective 04 Nov 2016. The associated North American Industrial Classification System (NAICS) code for this procurement is 611699 with a small business size standard of $11.0 Million. This requirement is a Woman-Owned Small Business set-aside and only qualified offerors may submit quotes. Naval Surface Warfare Center, Port Hueneme Division intends to enter into a Firm Fixed Price contract for the following requirement: Ten (10) classes: Five (5) each - FERS PRE-RETIREMENT, One (1) each - CSRS PRE-RETIREMENT, and Four (4) each - MANAGING TSP. Training will be IAW the attached Statement of Work (SOW) Bid must be good for a minimum of 30 calendar days after close of buy. Terms are Net 30. In addition to price, responses shall include the following: (1) Cage Code: (2) Dun & Bradstreet #: (3) Tax ID #: (4) Special Small Business Sub-Category (if applicable): (5) Pricing: Are the items quoted available on a commercial, published, or on-line price listing? If so, please attach to the RFQ response. If internal price listing, please provide the title of your price list with the page number the items are listed on & the date it was established. (6) If quoting on a GSA Schedule, please provide Schedule Number and Expiration Date. This will be a Government Purchase Order with payment through the Wide Area Workflow (WAWF), https://wawf.eb.mil/. WAWF is the DoD mandated invoicing method for Government orders. Payment terms are Net 30, as the Government does not pay in advance for any services being rendered, and must be in arrears to prevent invoice rejection. Payment is then made by EFT through the Defense Finance Service Center (DFAS). To be eligible for award of a Government contract, contractors must be properly registered in the System for Award Management (SAM). The link to the website is https://www.sam.gov. For changes made after the closing date, only those offerors that provide a proposal will be provided any changes/amendments and considered for future discussions and/or award. Award will be made to the lowest priced, technically acceptable, responsive and responsible Offeror. This is a competitive LPTA selection in which technical acceptability is considered the most important factor. By submission of its offer, the Offeror accepts all solicitation requirements, including terms and conditions, representations and certifications, and technical requirements. All technically acceptable offers, with satisfactory past performance, shall be treated equally except for their prices. Failure to meet a requirement may result in an offer being determined technically unacceptable. Offerors must clearly identify any exception to the solicitation and conditions and provide complete accompanying rationale. The Government intends to select ONE contractor for award of this effort. Statement of Work - Command Training Services 1. Background: This statement of work shall provide for Command Training Services for Naval Surface Warfare Center, Port Hueneme Division (NSWC PHD) operations. The scope of the effort includes training support in the area of Command Interest and other supporting functions as outlined in this SOW. 2. Requirements: PHD has a requirement for a contractor to conduct five (5) classes on FERS Pre Retirement Planning (each lasting 2 days), one (1) class CSRS Pre Retirement (lasting 2 days), and four (4) TSP classes (each lasting 1 day). Maximum 35 students for each class. 3. FERS Pre Retirement Planning - Participants will receive all the information they need to understand, use, and integrate to make educated decisions regarding the FERS Retirement System for the FERS Annuity and the Phased Retirement, Social Security, the TSP, FSAs, FEGLI, FEHB to include FLTCIP, FEHB, and FSAs to include integration of the Medical Care FSA, and the FLTCIP, to maximize their current and future financial benefit position using the Federal Employee Benefit Programs (FEBP). Specialized expertise will address complex questions and individual concerns to augment the education process. Each class member will be able understand how to reach their retirement objectives by utilizing the information about the Federal Employees Benefit Programs addressed in the seminar. 4. CSRS Pre Retirement - Participants will receive all the information they need to understand, use, and integrate to make mid- to short-term educated decisions regarding the CSRS and CSRS Offset Retirement System to include the CSRS Annuity and the Phased Retirement, Social Security, the TSP, FEGLI, FEHB, and FSAs to include integration of the Medical Care FSA, the FLTCIP, and Dependent Care FSA to maximize their current and future financial benefit position using the Federal Employee Benefit Programs (FEBP). 5. Managing Thrift Savings Plan (TSP) - Participates will learn how to properly manage the TSP and how it can provide for an early, comfortable, and secure retirement by avoiding errors, mistakes, and poor decision-making, and learn the advantages for good account management, for timely decision-making, and for meeting key action deadlines. Participants will be able to understand the many complicated rules and requirements involved, develop a personal strategy, and make a strong personal commitment to act in a timely and positive manner. This training program will provide attendees with a good understanding of plan operations, choices available, and sources of additional information. Attendees will be able to make decisions better suited to their personal goals and needs. 6. Technical Evaluation criteria: a. Technical - Sample class agenda and sample course material b. Past Performance- List relevant customers 7. Period of Performance: 02/01/2017 to 09/30/2017 8. Workshop Dates: TBD - Government will notify contractor 30 days in advance of required class schedule dates. 9. Additional Information: a. PHD will provide student roster b. Anticipate sessions to be held on campus at NSWC PHD in Port Hueneme, CA, White Sands, NM, and/or Virginia Beach, VA c. PHD will provide the conference room facility d. Detailed itemized estimates are preferred. e. Travel cost should be part of the estimate in compliance with Government standards for transportation, accommodations, and travel expenses.
