- Naval Surface Warfare Center, Carderock Division (NSWCCD) seeks to solicit and award a sole source Cost-Plus-Fixed-Fee (CPFF) Level of Effort (LOE) bridge contract to General Dynamics Information Technology, Inc. (GDIT) at 3211 Jermantown Road, Fairfax, VA 22030-2844. The bridge contract will provide continuity of Navy and Marine signature program engineering and technical services until the fair opportunity follow-on, Request for Proposal (RFP) N00024-16-R-3153, can be awarded under the SeaPort-e Multiple Award Contract (MAC) vehicle. The bridge contract shall consist of a six month base and one three-month option, resulting in a potential period of performance of nine months upon contract award. The requirement is for uninterrupted scientific, engineering, and technical management services in support of Navy and Marine signatures, signature measurement systems and technology, signature control technology, advanced signal processing, and advanced technology programs. The principal place of performance is anticipated to be at Government facilities located at NSWCCD. Supported signature-related measurement/technology programs and systems include the following: • TUBA; • AN/UNQ-9; • Interactive Multi-Sensor Analysis Trainer (IMAT) and Personal Computer Interactive Multi-Sensor Analysis Trainer (PCIMAT); • AN/WSQ-7; • AN/WSQ-9; • Trident Noise Vibration Measurement Systems (NVMS); • Total Ship Monitoring Systems (TSMS); • Sonar Self-Noise Field System (SSNFS); • Acoustic Test and Onboard Measurement System (ATOMS); • Trial Detectors Acoustic Positioning System (TDAPS); • Shaker Augmentation Systems (SAS); • Intermediate Scale Measurement Systems (ISMS); • Buoyant Vehicle (BV); • Radiated noise and large scale model measurement systems at the Acoustic Research Detachment (ARD) in Bayview, Idaho; and • Target Strength Measurement (TSM), including Radar Cross Section (RCS), Infrared (IR), and Electro-optical (EO) measurement systems, such as, Radar Imaging Measurement System (RIMS), Deployable Signature Measurement Systems (DSMS), Target Acquisition Systems (TAS), Blue Max, other Government-owned radar systems, Passive Countermeasure Systems (PCMS) fixed sites utilizing System Planning Corporation (SPC) Mk-V radars and auxiliary equipment follow-on systems, as well as, signature control technologies and advanced technology programs (ex. Advanced Propulsor Development (APD)). The Government intends to solicit and negotiate with only one source pursuant to FAR 6.302-1(a)(2)(iii)(B). It is essential to the fleet that these services continue without disruption. Any disruption will cause delays to on-going programs and could result in the failure of NSWCCD to meet its obligations to program sponsors, thereby negatively affecting fleet readiness. Presently, GDIT is the only responsible source with the requisite knowledge and specialized expertise capable of immediately satisfying the Government's requirement during the bridge period. GDIT is currently supporting this on-going and recurring service requirement under SeaPort-e Task Order (TO) N00178-04-D-4012-FD15. The current TO expires 31 January 2017 and the fair opportunity follow-on, RFP N00024-16-R-3153, is anticipated to be awarded no later than fourth quarter of Fiscal Year (FY) 2017. Any interested parties must explain how they will readily perform these services without unacceptable delays relating to additional time and cost to gain specific knowledge of programs and systems, in some instances, unique to NSWCCD, TUBA (AN/BQH-9), and ATOMS. This notice is not a request for competitive offers. However, all offers received within the 15 days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
