THIS IS A SOURCES SOUGHT SYNOPSIS ONLY. THIS IS NOT A REQUEST FOR OFFERORS OR PROPOSALS. THIS NOTICE DOES NOT REPRESENT A COMMITMENT BY THE GOVERNMENT TO ISSUE A SOLICITATION OR AWARD A CONTRACT. INFORMATION RECEIVED WILL BE USED TO DETERMINE THE AVAILABILITY OF TECHNICALLY CAPABLE AND OTHERWISE RESPONSIBLE FIRMS THAT WOULD BE INTERESTED IN SUBMITING OFFERS. The General Services Administration (GSA), Public Buildings Service (PBS) is conducting a market survey and is seeking competent and qualified firms to provide Grounds Maintenance and Snow Removal services for the following buildings in Rocky Mountain Region 8, Utah: Wallace F. Bennett Federal Building, Salt Lake City UT Frank E. Moss US Court House 350 S Main Street Salt Lake City UT US Courthouse for the Utah District, 351 S West Temple, Salt Lake City UT James V. Hansen Federal Building, 324 25 th ST, Ogden UT Forrest Service Building, 507 25 th ST, Ogden UT J. Will Robinson Federal Building, 88 W 100 N, Provo UT IRS Building, 173 E 100 N, Provo UT GSA is seeking highly qualified firms with grounds maintenance and snow removal experience in multiple buildings and locations. An award of the Grounds Maintenance and Snow Removal Services contract is anticipated for January 2017. Anticipated start date for contract is anticipated for February 2017. The estimated performance period is one (1) year with four (4) one (1) year options. The North American Industry Classification System (NAICS) code for this procurement will be 561730. The Small Business Size Standard is $7.5 million. SCOPE OF SERVICES Grounds Maintenance - The Contractor shall maintain all plants, trees, shrubs, ground covers, and lawns in a manner that prolongs life and sustains a healthy appearance. The Contractor shall seek to prevent pollution by, among other things, reducing fertilizer and pesticide use to protect the environment, using integrated pest management techniques, recycling green/landscape waste, and minimizing runoff. These services include mowing, trimming, edging, aerating, policing, weed control, plant pest control, irrigation services/repair, excavation, tree/shrub/flower maintenance, tree/shrub planting, spraying, pruning, mulching, flower planting fertilizing, composting, leaf removal, seasonal maintenance, sweeping, power washing and other landscape and grounds maintenance services. Snow and Ice Removal - The Contractor shall provide all management, supervision, labor, materials, supplies and equipment necessary to perform snow and ice removal standard services for the snow and ice removal program. Snow and ice removal from entrances, steps, landings, sidewalks, vehicular courts, driveways, plaza areas, roadways, parking areas, and handicapped accessibility areas, on the federal properties are included in the standard service price. This includes snow and ice removal requiring heavy equipment (ride-on equipment such as front end loaders, backhoes, bobcats, snow plows, etc.), de-icing and street sweeping services. Equipment shall be provided by the Contractor and stored off site unless otherwise approved by the COR. Items damaged by the Contractor due to neglect shall be repaired or replaced by the Contractor. The Contractor shall be responsible for all costs incurred. Contractors capable of performing as a prime contractor that meet the requirements stated above are encouraged to submit capability statements no more than five pages in length. Capability statements must include the following information. 1. Name, address, business size, and annual revenue for the past 3 years. 2. Company status: 8(a), HUBZone, SDVOSB, large business, etc. 3. Affiliate information: parent company, joint venture partners, potential teaming partners. 4. A positive statement of your intention to propose as a prime contractor on any solicitation that may be released as a result of this sources sought notice. 5. GSA Schedule contract number if potential offerors have a GSA schedule contract under Category 371 001 Grounds and/or Cemetery Maintenance Services. Interested firms having the capabilities necessary to meet or exceed the stated requirements are encouraged to submit responses addressing each of the criteria (1-4) as stated above. All responses shall be submitted to Kim Westerhaus at kim.westerhaus@gsa.gov no later than 3:00 PM, MST, December 6, 2016. Please reference “Utah Grounds Maintenance/Snow Removal Sources Sought” in any email response. This sources sought notice is for informational and planning purposes only. It does not constitute a solicitation and is not to be considered as a commitment by the Government. A Contracting Officer’s determination will be made to set any projects aside, resulting from this notice, for small or disadvantaged businesses from the qualified sources submitted from this request; therefore, all interested firms are encouraged to submit a response. All firms responding to this sources sought notice are advised that their response to this notice will not be considered for award, all interested parties will be required to respond separately to any solicitations posted as a result of this sources sought notice.
