Kennedy Space Center (KSC) for the posting of questions and answers in response to the Draft Request for Proposal (DRFP) for the Kennedy Infrastructure, Applications, and Communications (KIAC) acquisition. Where an answer to a question will result in a change to the RFP, the Government has attempted to characterize the expected forthcoming RFP revisions within the answer. It is the offeror's responsibility to examine the RFP carefully and in its entirety to discern all revisions. Kennedy Space Center (KSC) plans to issue a Request for Proposal (RFP) for the Kennedy Infrastructure, Applications, and Communications (KIAC) acquisition. The products and services provided by KIAC include: a) Application Operations and Software Development b) Data Center Operations c) Voice, Imaging, and Data Communications d) Multimedia Support Services e) Documentation and Reproduction f) Research and Library Management The competition for this acquisition is limited to eligible 8(a) concerns. The North American Industrial Classification System (NAICS) Code and Size Standard are 541512, Computer Systems Design Services, and $27.5M, respectively. The Government does not intend to acquire a commercial item using FAR Part 12. The anticipated release date of the RFP is on or about October 31, 2016, with an anticipated proposal due date of December 13, 2016. All responsible 8(a) sources may submit a proposal which shall be considered by the agency. NFS 1852.215-84, Ombudsman, is applicable. This notice is related to the Sources Sought Notice issued on March 31, 2016 (Reference Number NNK17ZOC001L), the Draft Performance Work Statement (PWS) issued on May 9, 2016 (Reference Number NNK17OZC001L), Special Notice issued on June 10, 2016 (Reference Number NNK17ZOC001), and Special Notice issued on June 23, 2016 (Reference Number NNK17ZOC001). In accordance with NASA Federal Acquisition Regulation (FAR) Supplement (NFS) 1852.219-18, Competition Limited to Eligible 8(a) Concerns, the competition for this acquisition is limited to eligible 8(a) concerns. The authority to make a single award contract containing an Indefinite Delivery Indefinite Quantity (IDIQ) mechanism is pending approval from NASA Headquarters in accordance with FAR 16.504(c)(1)(ii)(D)(1).
