The proposed study entitled "A case-control study of inflammatory breast cancer in North Africa" will assess risk factors for IBC and will include approximately 400 IBC cases accrued in Egypt, Tunisia, and Morocco. Two control groups will be included: 1) 400 non-IBC breast cancer cases and; 2) 400 visitor controls (excluding first-degree relatives) to randomly selected female inpatients (excluding those with breast, ovarian, endometrial, and pediatric cancers) in the study hospitals. The study will involve the administration of a questionnaire, anthropometric measurements, blood collection on filter paper, saliva collection, digital photographs of the breasts of IBC cases, and the collection of paraffin-embedded tumor tissue for IBC cases and non-IBC breast cancer controls at selected centers. The study is being conducted as a consortium, but is being coordinated by the NCI-USA. The purpose of this procurement is to ensure completion of the following: 1) collection of tumor tissue paraffin blocks and photographs for IBC and non-IBC cases from all sites in Morocco, Tunisia, and Egypt; 2) inventory, packing and arrangement for shipping of packed binders, including saliva vials, from the National Cancer Institute-Cairo and the Gharbiah Cancer Society in Tanta, Egypt to shipping company for shipment to the NCI-USA. Binders will be shipped to an intermediary, such as the International Agency for Research on Cancer (IARC), where they will be held for 48 hours before being shipped to the National Cancer Institute - U.S.A. This is required because currently cargo cannot be directly shipped from Egypt to the United States. Preparation for tumor tissue collection and photograph collection shall be required throughout the period of performance. Site visits to all study sites shall be required. Contract Requirements 1. The contractor shall inventory and pack binders containing saliva vials at two study sites in Egypt (National Cancer Institute and Gharbiah Cancer Society). The contractor shall assist the NCI principal investigator by contacting investigators at the two sites in Egypt during the period covered by this contract to make shipping arrangements. The contractor shall have no responsibility if the shipping company delays the shipment or the proper shipping documentation is not obtained. 2. The contractor shall help facilitate the shipment of binders from Casablanca, Morocco during the site visit by obtaining proper documentation if those binders have not yet been shipped. 3. The contractor shall work with North African collaborators at all study sites throughout the period of performance to ensure that tumor tissue paraffin blocks and any remaining photographs of IBC and non-IBC cases will be ready for collection during site visits. 4. Contractor shall collect tumor tissue paraffin blocks and photographs for IBC cases and non-IBC cases during the site visits. This notice is not a request for competitive quotation. However, if any interested party, especially small businesses, believes it can meet the above requirement, it may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform the requirement. Responses must be received in the contracting office by 12:00 PM EST, on November 29, 2016. All responses and questions must be in writing and faxed 240-276-5401 or emailed to David Romley, Contract Specialist OR via electronic mail at david.romley@nih.gov. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted.
