The VISN 2 Contracting Office Regional Health Contracting Office Syracuse VA Medical Center, Syracuse NY, intends to procure the below products from WL Gore & Associates, Inc. on a Sole Source basis as they are the Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements (IAW 6.302-1). W. L. GORE & ASSOCIATES, INC 1500 N. 4th St. Flagstaff, AZ 86004-5866 Product: Nineteen (19) W.L. Gore & Associates, Inc. Viabahn vascular stents in various sizes. Buffalo VA Medical Center has a requirement to purchase W.L. Gore vascular stents in various sizes in order to establish local stock for anticipated surgical needs. WL Gore cardiovascular products are not being awarded competitively primarily due to Physician Preference/Experience IAW VHA Directive 1081 Procurement Process For Individual Prosthetic Appliances And Sensory Aids Devices Above The Micro-Purchase Threshold. Unlike many other industries, product selection in the cardiovascular industry is not based solely on price and is overshadowed by physician preference/experience and the highly specialized training required for use of a specific surgical instrument. A physician s decision to use a particular manufacturer s cardiovascular products is primarily based on the technical characteristics of the product that are expected to produce a higher quality of life for their patients or achieve certain therapeutic results. WL Gore cardiovascular products and the surgical procedures used are unique and proprietary, as is common in this industry. The use of a particular manufacturer s cardiovascular products requires highly specialized training on the part of the physician. Once a physician is trained and is comfortable with a particular manufacturer s cardiovascular product, the physician will likely use the manufacturer s products for the duration of their career. It is however important to note that a physician may be trained in several manufacturers products, but use of the product line is based on patient specific need in order for the Veteran to receive the best possible treatment. This product is considered all or none and in the best interest of the patient. No telephonic request will be honored or returned.
