Description
COMBINED SYNOPSIS SOLICITATION VA101V-17-Q-0557 Trane Chiller Service Agreement, St. Petersburg, FL i. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The government anticipates a single (all or none), firm fixed price award. The Government intends to issue a Firm Fixed Price Purchase Order for the below line items to the responsible contractor whose quote, conforming to the solicitation, is considered the Best Value offer. Award will be made on an all or none basis. A quotation is not an offer and, consequently, cannot be accepted by the Government to form a binding contract. Therefore, issuance by the Government of an order in response to a supplier s quotation does not establish a contract. The order is an offer by the Government to the supplier to buy certain supplies or services upon specified terms and conditions. A contract is established when the supplier accepts the offer. ii. VA101V-17-Q-0557 the Combined Synopsis Solicitation is issued as a request for quotation (RFQ). iii. The solicitation incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-91. iv. The combined synopsis/solicitation is a Total Service Disable Veteran Owned Small Business (SDVOSB) Set-aside. The applicable NAICS Code for this solicitation is 238220 Plumbing, Heating, and Air-Conditioning Contractors which has a small business size standard of $15.0M. v. The contractor shall furnish all repair parts, labor, transportation and supplies required to service and maintain two Trane Air Cooled Chillers RTAC2754U (U03J02224), RTAC2754U (U03J02223) and four Chilled Water Pumps. This Coverage includes all labor to diagnose, repair, or replace failed components of the equipment covered under the provisions of this agreement. Replacement parts & components: Parts, refrigerant, oil, and other material to complete repairs are furnished under this agreement. Written reports will be provided to the customer representative following each regular inspection or emergency call. The Contractor shall provide all supervision, labor, administrative support, materials, tools, parts, supplies, equipment, hardware, freight, lodging, transportation costs (rental car, air fare, etc.), PERDIEM, and transportation to and from work site necessary to effectively and efficiently fulfill all the requirements of this Statement of Work (SOW). Description of Requirement To provide chiller plant maintenance at the VBA St Petersburg Regional Office, 9500 Bay Pines Blvd., Saint Petersburg, FL 33708. vii. Period of Performance: 6 month Base period, and two, 1-month option periods. FOB Destination Point: All of the units are located at St Petersburg Regional Office, 9500 Bay Pines Blvd., Saint Petersburg, FL 33708. viii. FAR 52.212-1, Instructions to Offerors Commercial Items, applies to this solicitation. Offers will be evaluated as follows: 1. Basis for Award: Award decision will be based on the lowest evaluated price from the responsible offeror whose quote was responsive and found to be satisfactory. The Government intends to make an award on an all or none basis to the offeror presenting the Best Value. All offerors shall have an active System for Award Management (SAM) Registration and be registered in the Center for Verification and Evaluation (CVE) to verify Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) and Veteran-Owned Small Businesses (VOSBs). This is a total SDVOSB set-aside. SDVOSBs and VOSBs who want to participate in the VA s Veterans First Contracting Program must be verified by CVE in order to be eligible for VA contract set-asides. DUNS numbers shall NOT in the Excluded Parties List System (EPLS), and are NOT listed on the List of Parties Excluded from Federal Procurement or otherwise ineligible to receive an award. a. The Government will determine an Offeror s responsibility IAW FAR 9.104-1. a1. Have the necessary organization, experience, accounting and operational controls, and technical skills, or the ability to obtain them: The Contract shall provide maintenance technicians who are TRANE manufacturer authorized service providers that regularly engages in the furnishing, installing and maintaining these systems. The Contractor must maintain a suitably staffed and equipped service organization and must regularly offer maintenance services for these systems. At the request of the Government, the Contractor shall demonstrate to the satisfaction of the Government that all service representatives are TRANE manufacturer authorized services provider and supply repair parts directly from the manufacturer. a2. Past Performance: The Government will obtain past performance data from sources which includes, but not limited to, the Past Performance Information Retrieval System (PPIRS), Federal Awardee Performance and Integrity Information System (FAPIIS), Electronic Subcontract Reporting System (eSRS), or other databases; interviews with Program Managers, Contracting Officers,; and the Defense Contract Management Agency. Offerors are reminded that both independent data and data provided by Offerors in their offers may be used by the Government to evaluate the Offerors past performance. The Contracting Officer may also evaluate past performance based on direct knowledge of the Contractor s performance on current or recent contracts. However, the burden of providing thorough, complete, and current past performance information as requested in this paragraph remains with the Offerors. All past performance received will be taken into account and could affect the decision. The overall past performance evaluation is a subjective decision based on the whole of all data received. A prospective contractor shall not be determined responsible or nonresponsible solely on the basis of a lack of relevant performance history b. Price: Price will be evaluated to determine if it is fair and reasonable. x. FAR 52.212-3, Offeror Representations and Certifications Commercial Items applies to this solicitation. The offeror must have completed the annual representations and certifications electronically via the SAM website access through http://www.acquisition.gov. After reviewing the SAM database information, the offeror verifies by submission of this offer that the representations and certifications currently posted electronically at FAR 52.212-3, Offeror Representations and Certifications Commercial Items, have been entered or updated in the last 12 months, are current, accurate, complete, and applicable to this solicitation (including the business size standard applicable to the NAICS code referenced for this solicitation), as of the date of this offer and are incorporated in this offer by reference (see FAR 4.1201), except for paragraphs ____________. xi. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor within 30 days. (End of Clause) 52.217-9 Option to Extend the Term of the Contract (MAR 2000) (a) The Government may extend the term of this contract by written notice to the Contractor within 10 days; provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 10 days before the contract expires. The preliminary notice does not commit the Government to an extension. (b) If the Government exercises this option, the extended contract shall be considered to include this option clause. (c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed eight (8) Months. Furthermore, if VA determines any services that support contractor(s) will perform in assessing compliance are advisory assistance services as defined in FAR 2.101, Definitions, the support contractor(s) must also enter into an agreement with the contractor to protect proprietary information as required by FAR 9.505 4, Obtaining access to proprietary information, paragraph (b).
