- Page 1 of 5 Page 1 of 5 COMBINED SYNOPSIS/SOLICITATIONS TUG PHARMACEUTICAL ROBOT FULL MAINTENANCE SERVICES FOR ALBANY VA MEDICAL CENTER (i) This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in FAR Subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Items and 13 Simplified Procedures for Certain Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. (ii) This solicitation is issued as a request for quote (RFQ). Request for Quote will be submitted via email on RFQ reference number VA242-17-Q-0089. (iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-88-1. (iv) This procurement is being issued as a total service disabled veteran owned small business set aside. The North American Industry Classification System (NAICS) code is811219, Other Electronic and Precision Equipment Repair and Maintenance, with a small business size standard of $20.5 Million. (v) The Contractor shall provide pricing to provide Services below. PRICING FOR FULL SERVICE TUG PHARMACEUTICAL ROBOTS Line Item DESCRIPTION QUANTITY UNIT UNIT PRICE TOTAL PRICE 001. Full software and hardware maintenance support and online remote monitoring and support for the 2 TUG Pharmacy Robots and all associated hardware. BASE YEAR 1/1/17 12/31/17 2 EA 002 Full software and hardware maintenance support and online remote monitoring and support for the 2 TUG Pharmacy Robots and all associated hardware. OPTION 1 1/1/18 12/31/18 2 EA 003 Full software and hardware maintenance support and online remote monitoring and support for the 2 TUG Pharmacy Robots and all associated hardware. OPTION 2 1/1/19 12/31/19 2 EA 004 Full software and hardware maintenance support and online remote monitoring and support for the 2 TUG Pharmacy Robots and all associated hardware. OPTION 3 1/1/20 12/31/20 2 EA 005 Full software and hardware maintenance support and online remote monitoring and support for the 2 TUG Pharmacy Robots and all associated hardware. OPTION 4 1/1/21 12/31/21 2 EA (vi) Description of requirement General Scope of Work: Stratton VA in Albany New York has installed and operational, two TUG robots for medication transport. These machines are automatically programmed to deliver medication carts to specified areas already established and laid out during the installation in 2013. The robots are parked in the basement B-Wing at the charging station. They receive information and direction through the Pharmacy computer (part of the system). These robots will call a designated elevator, send signals to open automatic doors, deliver medication to assigned areas and return to the parking station in the Basement. This computerized system is networked through the VA IT infrastructure and is already installed and functioning 100%. The intent of this SOW is to provide information for a full maintenance service agreement through AETHON for the 2 TUG robots. This service agreement will cover all hardware and software installed and 24/7 monitoring for the robots. This contract is for a base year and 4 one year options. Support Services: Schedule general maintenance per manufactures recommendations to include: Telephone support 24/7 -365 for end users and technicians Direct remote assistance via direct link with AETHON and VA IT link Call dispatching to resolve issues 24/7 365 days a week. Training and consignment parts inventory Software enhancements when new updates are available. All parts, new or refurbished, and shipping included for replacement items when needed Next day training service provided outside the training initially given Next day emergency service in the event the technician is unwilling to perform the service over the phone and or remotely. 8 hours of CAD mapping modifications. AETHON quality assurance visits to be set up with the vendor. End user 24/7 356 days a year support. Remote assistance for AETHON products 24/7 Equipment Coverage, including all hardware and software: 2 Aethon robots 2 Aethon MedEx pharmacy carts 2 Aethon docking stations 3 Dell PC s 1 Aethon elevator interface 3 POE network switches 9 Tranzeo wireless radios (viii) The provision at FAR 52.212-1, Instructions to Offerors-Commercial Items (MARCH 2016), applies to this acquisition. Award shall be made to the quoter whose quotation offers the best value to the government, considering technical capability, past performance, and price. The government shall evaluate information based on the following evaluation criteria: (1) technical capability to meet all of the requirements of the SOW, please provide a maximum 5 page capability statement; (2) Past performance, please provide three references for contract of similar scope and magnitude to be evaluated, The contractors Past Performance shall also be reviewed in CPARs; (3) Price, the government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. (x) The provisions at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items applies to this acquisition. * All firms or individuals submitting a quote shall include a completed copy of this provision, OR have current Representations and Certifications in the System for Award Management (SAM - https://www.sam.gov). Representations, Certifications, and SAM must be current at award. IF NOT CURRENT AND/OR YOU DO NOT SUBMIT A COMPLETED COPY OF THIS PROVISION, YOUR QUOTE WILL BE CONSIDERED NON-RESPONSIVE. (xiii) The Service Contract Act of 1965 does apply to this procurement; the applicable wage determination is attached to this combined synopsis/solicitation (xiv) N/A (xv) This is an open-market total small business set-aside combined synopsis/solicitation for TUG Pharmaceutical Robot Maintenance Agreement Albany VA Medical Center as defined herein. The government intends to award a contract as a result of this combined synopsis/solicitation that will include the terms and conditions set forth herein. To facilitate the award process, all quotes must include a statement regarding the terms and conditions herein as follows: "The terms and conditions in the solicitation are acceptable to be included in the award document without modification, deletion, or addition." OR "The terms and conditions in the solicitation are acceptable to be included in the award document with the exception, deletion, or addition of the following:" The Quoter shall list exception(s) and rationale for the exception(s) Submission shall be received not later than 12:00 PM EST Friday December 2, 2016.
