- The U.S. Maritime Administration (MARAD) intends to solicit Contractors to provide all labor, materials and services (except where noted as being government furnished) to perform various maintenance, inspections, and repairs to systems and equipment aboard the Training Ship, TS State of Maine. In addition, this work involves the procurement and delivery of various parts and equipment to the ship. The TS STATE OF MAINE is a U.S. Government owned training ship provided to the Maine Maritime Academy for the purpose of training young men and women for a career in the U.S. Maritime Industry. The ship is part of the National Defense Reserve Fleet (NDRF) and maintains a U.S. Coast Guard Certificate of Inspection (COI) and American Bureau of Shipping (ABS) Classification with the following designations and notations: USCG Service / ABS Description: Public Nautical Schoolship. SOLAS Category: Cargo Ship. MARPOL Category: Not an Oil Tanker. ABS Class Notations: A1, E, AMS The ship is enrolled in a Continuous Hull and Continuous Machinery Survey with ABS. As a Public Nautical School Ship and Cargo Ship (non-tanker), the regulations of 46 CFR 167, in addition to ABS Rules and SOLAS Regulations for a Cargo Ship (non-tanker), govern all work performed aboard. Work Description: The Contractor shall provide all labor, materials and services (except where noted as being government furnished) to accomplish the following work ITEMs in accordance with all ABS Rules and USCG and SOLAS Regulations as follows: •1. Liferafts - Tests and Inspections •2. Lifeboat Davit #1 - Repair •3. Lifeboat And Rescue Boat Davits - Tests and Inspections •4. Fire Detection And Extinguishing - Tests and Inspections •5. SCBAs And Breathable Air Compressor - Tests and Inspections •6. Safety Radio And SVDR - Tests and Inspections •7. Vibration And Infrared - Survey •8. Slop Oil - Disposal •9. Damage Control Locker #3 - Install Bulkhead •10. Central Fresh Water Coolers - Install Weldolets •11. Galley Steamer - Replace Boiler •12. Galley And Mess Deck Equipment - Test and Repair •13. Freshman Stbd Shower Drain - Repair •14. PA System - Upgrade •15. Ladder To Engine Room Crane - Install •16. Hatch Penetrations - Insert •17. Containments - Modify and Repair •18. Compressed Air Deck Stations - Repair •19. Engine Room Exhaust Fan #4 - Repair •20. HVAC - Air Handler Controls - Test and Repair •21. Refrigerator And Freeze Box Defrost - Test and Repair •22. Potable Water Pressure Tank - Blast and Coat •23. Sanitary Flushing And Watermaker Sea Suction Piping - Repair •24. Fresh Water Sanitary Line - Install •25. Vacuum Priming System - Install •26. E Motor Flexible Coupling - Replace •27. Fuel Oil Systems Piping - Modify •28. Oil Fired And Exhaust Gas Boilers - Test and Inspect •29. Alfa Laval Purifier Servicing •30. Main Engine Jacket Water Cooler - Clean and Test Plates •31. Emergency Diesel Generator - Overhaul •32. Steering Gear - Perform PM •33. Supplemental Labor •34. Supplemental Materials Period of Performance: The overall period of performance for this SOW shall be from the date of contract award (approximately late 2016) through January 2, 2018; however, the Contractor shall be aware that ITEMs have different completion dates ranging from February 1, 2017 through January 2, 2018. Location: The TS State of Maine is moored alongside her pier at the Maine Maritime Academy, Castine, Maine 04420. References: The drawings referenced in the Statement of Work can be provided to interested contractors upon written request to the Contracting Officer listed below. Other documents and manuals referenced must be viewed aboard the ship during the ship check. ATTENTION: Small and Disadvantaged Business Enterprises (DBEs)! The Department of Transportation (DOT), Short-Term Lending Program (STLP) offers working capital financing in the form of lines of credit to finance accounts receivable for transportation related contracts. The Maximum line of credit is $750,000. The STLP loan has a variable rate, which is connected to the prime rate.
