- Sources Sought Template (Request for Interested Manufacturers) FROM: Melissa (Missy) Carvin, 408 SCMS/GULB TO: DLA Aviation Procurement Operations at Warner Robins (SPRWA1) LOCATION: Robins AFB, GA 31098-1813 FBO Post Title: Request for Interested Manufacturers of 5955-01-610-5542 and 5955-01-613-1745, Digitally Tuned Oscillators. SUBJECT: Market research is being conducted to identify potential sources that may possess the expertise, capabilities, and experience to meet the requirements for qualification and production of the Digitally Tuned Oscillators per PR# FD2060-16-00017. ITEM DESCRIPTION This item is part of the AN/ALQ-161A Electronic Countermeasures System (ECMS) installed on the B1-B bomber aircraft. The Digitally Tuned Oscillators are part of the Band 6 Radio Frequency Source within the AN/ALQ-161A Electronic Countermeasures System. Impediment to Competition: The current manufacturer for these items is Syntonic Microwave (CAGE 3TSX4), which maintains its configuration by part number. The Government does not own the data, drawings, schematics, or any other releasable technical data in support of this requirement. As a result, Syntonic Microwave is the only known source with adequate knowledge of these items' performance requirements and possession of the required technical data and capabilities needed to produce these items and ensure compatibility with the Band 6 Radio Frequency Source and the AN/ALQ-161A ECMS. INTEREST The DLA/AWB Contracting Office intends to award a sole source contract Syntonic Microwave for the manufacture of the Digitally Tuned Oscillators in support of the AN/ALQ-161A program. Other interested parties may identify their interest and capability to respond to the requirement no later than December 06, 2016 by emailing David Schnider, david.schnider.1@us.af.mil and dla.dlr.proc@us.af.mil. The Government intends to procure these items using Other Than Full and Open Competition as prescribed by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.
