THIS ACTION UPDATES THE CLOSING DATE TO MATCH THE SOLICIATION - NO ACKNOWLEDGEMENT IS REQUIRED. **CLOSING DATE IS NOVEMBER 29, 2016, 13:00** ~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~ **PLEASE READ: THIS IS A PRE-SOLICITATION NOTICE. NO OTHER INFORMATION IS AVAILABLE UNTIL THE SOLICITATION IS ISSUED ON THE DATE IDENTIFIED BELOW** Solicitation Documents: The solicitation will be issued as a Request for Proposal (RFP) requiring both price and technical proposals responding to evaluation criteria described in the solicitation. Documents will only be available electronically to download from this website on or about November 14, 2016. Description: The objective of Burned Area Emergency Response (BAER) efforts is to protect public safety and Forest Service investment in road infrastructure by repairing roads and improving drainage within the Gap Fire burn area. Contract work includes furnishing all labor, equipment and materials required to restore existing roads' drainage features prior to excessive winter weather. This work includes constructing rolling dips, grading and reconditioning roads, cleaning ditches and catch basins, reconditioning, repairing and cleaning existing drainage structures, installing new drop inlet, drop inlet covers, installing flared end sections on existing culverts, relocating an existing gates, removing sediment fill from catch basins, install energy dissipaters at culvert outlets, installing relief culvert and replacing culverts. Unless otherwise provided, the Contractor shall furnish all labor, transportation, equipment, tools, supervision, materials and any necessary incidentals to accomplish work on this project. Location: The project sites are located along Forest Service roads within the Gap Fire perimeter which are on the Oak Knoll Ranger District of the Klamath National Forest. The Project Roads are primarily located near or off of the main Horse Creek Road. Access from Yreka, California is 8 miles north on Highway 263, west on Highway 96 for approximately 28 miles to the Chester Barton Bridge then north ranging from 2.3 to 3.3 miles where the forest service roads begin. Refer to project location map for project roads and their locations. Price Range: $250,000 - $500,000 Contract Time: 90 Days Estimated Start Date: November 29, 2016 Set-Aside: This project is 100% set aside for HubZone small business concerns. Bonds: A Bid guarantee is required with the offer. Performance and Payment Bonds in the amount of 100% of the contract price will be required of the successful contractor within 10 days of award. Response Location: Offers will be accepted at the Northern California Acquisition Service Area, Redding Office, located within the Shasta-Trinity National Forest Headquarters at 3644 Avtech Parkway, Redding, CA 96002 NO LATER than date and time indicate on the solicitation. SAM REGISTRATION REQUIREMENTS: Prospective contractors must be registered in the System for Award Management (SAM) prior to award. SAM is a consolidation of the former Central Contractor Registration (CCR) and On-line Representation and Certification Application (ORCA) databases.
