- RFQ The Federal Highway Administration (FHWA) has a requirement to procure the 4 th Edition AASHTO Roadside Design Guide and anticipates making a Firm Fixed Price Purchase Order award as a result of this solicitation, pursuant to FAR Subparts 13.302. As indicated in the attached Request for Quotations (RFQ), FHWA will only accept exact quantity and quotations must be submitted via email to Dag.Andargatchew@dot.gov by the following dates and times: Quotations: Monday, December 5, 2016 / Noon Eastern The solicitation, all related documents and amendments, if any, will be released and available electronically only through the Federal Business Opportunities Government-wide Point of Entry (GPE) website at https://www.fbo.gov/. No written, telephonic, facsimile or email requests for the solicitation package will be honored. Interested parties are encouraged to register at the aforementioned site to receive procurement announcements by email. Since the solicitation will only be available electronically, it is solely the responsibility of interested parties to monitor the listed website for the solicitation and all related documents and amendments, if any. All responsible businesses are encouraged to submit an offer.
