Description

The VA Philadelphia Medical Center intends to negotiate on an urgent and compelling basis with Cardinal Health 200, LLC, 3631 Birchwood Dr., Waukegan, IL 60085-8337, for the one-year procurement and direct-to-lab delivery of (as required) reagents to the Pathology Lab that include: Vitamin D, Treponema, VZV IGG (reagent kit), mumps, rubella, syphilis, and measles. Reagents must be fully compatible for testing with the existing DiaSorin Liaison XL Chemiluminescence Analyzer. This procurement is being conducted in accordance with FAR 6.302-1 (only 1 responsible source) and 6.302-2 (unusual and compelling urgency) as it is believed that only Cardinal Health can immediately provide fully-compatible reagents needed for use with the existing analyzer. Time and other restrictions preclude the use of any other analyzers. This notice of intent is not for competitive quotes. The North American Industry Classification System (NAICS) number is 423450, small business size standard of 200 employees. This notice is NOT a request for competitive proposals and no solicitation document is available. However, parties may express their interest accompanied by brief supporting literature by email to Jeff Greis, Contracting Officer, no later than 11/23/16 at 2:00 p.m. EST. Responses should be sent to jeffrey.greis@va.gov. No telephone responses will be accepted. Information received will be for the purpose of determining whether or not to conduct a competitive procurement or proceed with sole source negotiations. The determination to conduct a competitive procurement based on responses to this notice is solely within the discretion of the VAPHS Contracting Officer.
