- PRE-SOLICITATION NOTICE for the United States Environmental Protection Agency (US EPA), Cincinnati Procurement Operations Division (CPOD) and Office of Research and Development (ORD), Urban Water Management Branch The EPA/ORD/UWBD a requirement for a laboratory to perform periodic analysis of water samples for semi-volatile organic compounds (SVOC's). The laboratory would be responsible for picking up samples from the sampling location in Edison, NJ. The purchase order will be for a base period of 1 year and three 1-year option periods. For the base period, the laboratory will analyze 75 samples over four events (batches). For the each of the three option years, there will be 110 samples over six events. The laboratory is expected to pick up samples from the EPA facility as within 24 hours of notification of a valid sampling event (with exception for weekend sampling events as long as samples remain in hold). The laboratory is expected to perform analysis on water samples according to EPA method 8270C and subcategory of 8270C w/SIM for lower method detection limits. The laboratory shall provide laboratory analysis reports to the EPA TOCOR. In addition to any officially formatted laboratory reports, the laboratory shall submit electronic copy of all data in an editable format. This data shall be in a format compatible with spreadsheet and statistical packages (e.g., text, dBase, Excel, Statisitica). Software Application files, if delivered to the Government, shall conform to the requirements relating to accessibility as detailed to the 1998 amendments to the Rehabilitation Act, particularly, but not limited to, § 1194.21 Software applications and operating systems. Accordingly, all other documentation shall be submitted in Microsoft Word 2007 compatible format. This acquisition is being conducted using full and open competition. It will be accomplished using FAR Part 12 and FAR Part 13 procedures. The EPA anticipates awarding a single fixed price purchase order. The EPA anticipates award will be made by January 13, 2017. The request for quotation is anticipated for release on or about December 7, 2016, and will be made available through FedConnect at www.fedconnect.net.
