Description
**FOR VENDORS WHO HAVE NOT SERVICED THE 171ST ARW OWS WITHIN THE PAST YEAR, A SITE VISIT IS REQUIRED ON WEDNESDAY, 16 NOVEMBER @ 0800 EST** YOU MUST CONTACT ME VIA EMAIL @ MICHAEL.W.BOYD2.MIL@MAIL.MIL BY 15 NOV @ 1600 IF YOU WISH TO ATTEND. ------------------------------------------------------------------------------------------------- STATEMENT OF WORK MAINTENANCE OF OIL WATER SEPERATOR PROJECT: JLSQ172003 4 OCT 2016 SCOPE: The work consists of all supervision, materials, labor and equipment required and necessary to sample liquids and sludge from oil-water separators, to analyze the waste samples in accordance with State and Federal waste characterization requirements. Also to pump out and clean the oil-water separators and to transport, treat and dispose of the waste from the oil-water separators in accordance with all local, state, and federal regulations and requirements. LOCATION/SITE VISITS: The site for this project is the Pennsylvania Air National Guard base located at the Pittsburgh International Airport, 300 Tanker Road, Coraopolis, Pa 15108. Site visits can be arranged through the Base Civil Engineering Production Control Office at (412) 776-7477. GENERAL REQUIREMENTS: The normal hours of operation for shipping are 0700- 1600, Tuesday through Friday. Site visits and subsequent work can be accomplished during these hours except on holidays. Prior coordination is required. PRINCIPLE ELEMENTS OF WORK: •1. The contractor shall collect and analyze samples from the oil-water separator and prepare a waste characterization, in accordance with all federal and state regulations and requirements (40 CFR Part 261 Identification and listing of Hazardous Waste; 25 PA Code chapter 261 Criteria, Identification and listing of Hazardous Waste; and 25 PA Code Chapter 287 Residual Waste Management-General Provisions (287.54 Chemical Analysis of Waste). The contractor shall provide 5 copies of each sample analysis and waste characterization to the Contracting Officer. Recommended minimum analysis: TCLP Metals, Flash Point, pH, Major Components (Volatile, Semi-Volatile, and TCLP Metals), BTEX, BTU Value, Total Halogens, % TOC. •2. The contractor shall pump out all sludge, oil and water from the oil-water separator and shall ship the waste for off base recycling, treatment and/or disposal at a permitted TSDF (Treatment, Storage and Disposal Facility). The waste shall be shipped using a properly licensed waste transporter. The waste shall be manifested and shipped in accordance with all applicable local, state and federal regulations and requirements (40 CFR 263 Standards applicable to transporters of hazardous waste; 25 PA Code Chapter 263 Transporters of Hazardous Waste; 25 PA Code Chapter 299 Storage and Transportation of Residual Waste; and 25 PA Code Chapter 287 Residual Waste Management.) All waste shipping manifests shall be processed through and signed by a representative from the Base Traffic Management Office and/or the Base Environmental Office. The contractor shall provide unit totals for the waste in both pounds and gallons. •3. The contractor shall clean the oil-water separator in accordance with manufacture recommendations. Baffles, diffusers and coalescer paks shall be removed and power washed to remove sludge, oil and sediment. The interior of the tank shall be power washed as well to remove accumulated sludge build-up. •4. The contractor shall replace all manway access cover gaskets fill line cover seals, and oil-water cover seals removed to perform required services. The contractor shall fill the separator with clean oil free water and inspect for leaks. The contractor shall inspect the magnesium anodes for cathodic protection effectiveness. The contract shall inspect the oil/water separator level alarms and indicators and interstitial monitors for proper operation and make recommendations should he find problems. The contractor shall ensure that the location is left in a neat and orderly condition upon completion of the work. All debris is removed from the site and disposed off site. •5. The contractor shall certify that all workers have all required training for handling Residual or Hazardous Waste and Confined Space training for any work that requires entry into confined spaces. The contractor shall provide applicable worker training certificates as part of the acceptance package. The contractor shall develop a site-specific Health and Safety plan for use when conducting the sampling, pump out and cleaning of the oil-water separators. The Contractor shall provide 3 copies to the contracting officer of the site-specific health and safety plan before beginning work. The contractor shall coordinate any confined space entry work with the Base Safety, Fire, and Industrial Hygiene Technicians. •6. The contractor shall clean up and dispose of all waste from spills that occur during pumping and cleaning of the oil-water separator and during transportation and disposal of the waste. The contractor shall report spills to the Contracting Officer immediately, regardless of on or off base occurrence, and shall report any spills to the proper authorities in accordance with all applicable local, state and federal regulations and requirements. •7. The contractor shall provide certificates of disposal for all wastes transported from the Pennsylvania Air National Guard Base for disposal under this contract. •8. The contractor is responsible for all field verifications and measurements. •9. The oil-water separator specification to be serviced under this contract are as follows: Highland Tanksti-P3, Total Volume: 15,000 gallons, Maximum water flow: 1,500 gpm, Inlet & outlet 14" 150 # flanges, Manway access: 24" diameter x 6".
