- This is a SOURCES SOUGHT ANNOUNCEMENT ONLY. It is neither a solicitation announcement nor a request for quote (RFQ) and it does not obligate the Government to award a contract. Request for solicitation will not receive a response. The Department of the Army, Past Conflict Repatriations Branch (PCRB) is seeking additional sources to provide genealogical research to locate Family members of service members that remain unaccounted-for from our Nation's past conflicts. Genealogists responding to this request have no requirement to co-locate with PCRB and may perform work at their business location. It is the intent of PCRB to retain the capabilities information submitted in a repository for consideration of future purchases through the use of the Government Purchase Card (GPC) within the micro-purchase limitations ($2,500/Service; $3,500/Supply). In addition to obtaining capabilities information, respondents are encouraged to register their firm in the System for Award Management (SAM) system at www.sam.gov. By doing so, firms will be prepositioned should their firm be considered for award of yet unsolicited actions. There is no fee to register or maintain your SAM.gov registration, but to receive award through the Federal Government, active registration is a mandatory requirement. Capabilities information shall include, but not be limited to the following: 1. Personnel Requirements: Genealogists who are submitted in response to this announcement must be certified or accredited through the International Commission for the Accreditation of Professional Genealogists (ICAPGen) or the Board for Certification of Genealogists (BCG). 2. Capacity Requirements: Genealogists responding to this request must have the capacity to complete at least 100 (one-hundred) genealogies per year while meeting the deliverable standards of PCRB. 3. Deliverables: At time of future purchase requests, Genealogists must meet the following requirements and will be provided examples, scripts, and other information upon acceptance. a. The Contractor shall conduct genealogy research to identify closest DNA eligible living relatives and PNOK as requested by the Department of the Army for unaccounted-for service members from past conflicts. The product of the search will include a partial family pedigree chart to demonstrate relationship to the unaccounted-for service member with address, contact information, and sources used in the search. (1) DNA eligible living relatives will include mitochondrial DNA eligible relatives, yDNA eligible relatives, and autosomal DNA eligible relatives, limited to those deemed acceptable by the Armed Forces DNA Identification Laboratory. (2) PNOK and Secondary next of kin (SNOK) as described by Army regulation and individual state intestate law (as required) shall be requested by PCRB and provided by the genealogist. b. The completed genealogy report will be delivered via email to the PCRB, Operations section in a Microsoft Word, Excel, PowerPoint, or Adobe.pdf format, and will include, at a minimum: (1) Contact sheet that includes all the contact data for the PNOK, SNOK, and eligible DNA donors that are requested. Contact information must be verified by the genealogist. Written or verbal contact must be made to verify contact information. (2) Family Pedigree Chart(s), as shown in the appendices. The chart will show the relationship of the family member(s) on the contact sheet to the Soldier. (3) An index of all sources researched. c. Description of research conducted to justify negative findings shall be provided when no Family members, or Family members of a specific DNA type cannot be located (for example, if paternal line died with the service member). 4. A CAGE code must be obtained prior to receiving a purchase request for genealogies exceeding $2,500.00, however is not a pre-requisite to begin work. The small business size standard classification for any future acquisitions is NAICS 541620, Environmental Consulting Services, with a size standard of $15.0 million. Contractors must have experience in providing this type of support in a private or government setting. The Government will review Qualification Statements from small businesses to see if they can meet or exceed the requirements. Responses to this notice shall include the following: (a) company name (b) address (c) point of contact (d) phone, fax, and email (e) DUNS number (f) Cage Code (g) Tax ID Number (h) Type of small business (e.g., 8(a), HUBZone, service-disabled veteran-owned small business, economically disadvantaged women-owned small business (EDWOSB), and women-owned small business (WOSB) under the WOSB Program) and (i) must provide a capability statement that addresses the organizations qualifications and ability to provide the requested items. RESPONSES TO REQUEST FOR INFORMATION Contractors are reminded that this is a REQUEST FOR INFORMATION and IS NOT A REQUEST FOR PROPOSAL/BID/QUOTE. Responses to this notice shall not constitute responses to solicitation, which is not currently available. As stipulated in FAR 15.201, responses to this notice are not considered offers and cannot be accepted by the Government to form a binding contract. The notice is not to be construed as a commitment by the Government, nor will the Government pay for the information submitted in response. Respondents will not be notified of the results of any government assessments. It is requested that interested small businesses submit to Ashley Kenney, PCRB at ashley.a.kenney2.civ@mail.mil a brief capabilities statement, limited to 3 pages in length (single-spaced, 12-point font minimum). The capability statement must clearly detail the firm's ability to perform all aspects of this notice and must include the following: Company profile to include: number of employees, office location(s), DUNS number (if available), CAGE code (if available), and a statement regarding socio economic status (8a, small business, large business, etc.).
