- PATS Industry Day Agenda The Space and Missile Systems Center (SMC), Military Satellite Communications Systems (MILSATCOM) Directorate (MC), Los Angeles Air Force Base, California hereby issues the following special notice. The purpose of this announcement is to formally communicate the Government's plan to conduct a Protected Anti-Jam Tactical SATCOM (PATS) Industry Day event to provide an overview of the PATS systems including Protected Tactical Enterprise Service (PTES), Protected Tactical Service Field Demo (PTSFD), Protected Tactical Satellite (PTS), and Navy Wideband Anti-Jam Modem System (WAMS). The Industry Day will occur in the Gordon Conference Center at Los Angeles Air Force Base, 483 North Aviation Blvd., El Segundo CA 90245, on 12-14 December 2016 from 0730-1630 PST. The first day of the event on 12 December 2016 will be informational only, with one-on-one discussions planned for the second and third days of the Industry Day event on 13 and 14 December 2016. From 1530 - 1630 on 12 December 2016, there will be an additional briefing in building 271 for personnel who are cleared for TOP SECRET and SCI data. The industry day agenda is subject to change prior to the event. The technical content discussed during the first day of the event is controlled unclassified information, Distribution C: Distribution authorized to U.S. Government Agencies and their contractors and may contain up to International Traffic in Arms Regulations (ITAR). Information that is restricted under ITAR and the Arms Export Control Act shall be discussed. Only DoD, NASA, and U.S. contractors who have registered with Defense Technical Information Center (DTIC) to receive ITAR and Distribution Statement C restricted Scientific and Technical Information will be permitted to attend the first day. Those interested in participating in the first day of the event should contact SMC Point of Contact (POC), Capt Philip Valenzo prior to 29 November 2016, 1600 PST. For each company requesting access, please provide a completed and certified copy of DD Form 2345, Militarily Critical Technical Data Agreement for the individual's employer, and a verification letter from the Data Custodian who is listed in Block 3a. stating attendee(s) are eligible to receive militarily critical technical data. Within the verification letter, please provide: each individuals name, email address, phone number, organization, date of birth, driver's license state, driver's license number, and indicate if they are a U.S. Citizen. Due to space availability, each company's attendance will be restricted to 10 personnel. The POC will also be able to provide the final details of how to gain access to Los Angeles Air Force Base and where the briefings will be held. Each attendee will be required to bring a Government-issued photo ID such as a current driver's license, Common Access Card (CAC), or passport, and current proof of employment (e.g., company employee badge). Companies requesting to attend the additional briefing for personnel who are cleared for TOP SECRET and SCI data on 12 December 2016 should contact the POC for further instruction with a list of requested attendees prior to 1600 PST on 29 November 2016. Due to space availability, this additional briefing will be limited to three people per attending organization. For companies requesting one-on-one discussions, please contact Capt Philip Valenzo by email prior to 1600 PST on 29 November 2016. Requests for one-on-one schedules will not be accepted if submitted after 1600 PST on 29 November 2016. Based on submissions, the Government will establish the schedule for the discussions on 13 and 14 December. The company name, mailing address, email address and phone number for the point of contact, and current CAGE code must accompany the above. All documentation provided will be verified with Defense Security Service (DSS) and Defense Logistics Agency (DLA). Pen/Ink changes to the DD Form 2345 render the certification void. Once determined eligible to receive the information, recipients must follow the requirements set forth by the National Industrial Security Program Operating Manual, dated 28 February 2006, Incorporating Change 1, dated 28 March 2013 and DoD 5200.01, Volume 4, dated 24 February 2012. This special announcement does not constitute a request for proposal or a request for quote. This is not a solicitation announcement. Information contained in this announcement is based on the best information available at the time of publication, is subject to revision and is not binding on the Government. The Vendor is solely responsible for all costs incurred for participation in either session of this event; the Government will not reimburse the Vendor for any costs incurred as a result of their participation.
