- This synopsis is a reposting of synopsis number N0018917Q1964. For technical reasons associated with NECO, the synopsis number must match the solicitation number so that the requirement can be posted on FedBizOpps. The original synopsis read as follows: NAVSUP Fleet Logistics Center Norfolk, Philadelphia Office intends to acquire audio/visual and multimedia support services to the Multimedia Support Center (MSC) at the United States Naval Academy (USNA), in Annapolis, MD. The MSC is the audio/visual/multimedia/classroom support activity at USNA and has the primary responsibility of supporting faculty and staff in the education and training of midshipmen. Additionally, the facilities and services of the MSC are used, insofar as the primary responsibility is not impacted, to support USNA research activities and to serve as a vehicle to disseminate information, improve morale, and to train personnel in supporting the mission of the USNA. In general, this support includes the creation of multi-media presentations, classroom equipment support, staffing a self-help graphics/media lab, and other related activities. The proposed procurement is being processed as a total small business set-aside, and is a follow-on to contract N00189-11-C-Z042. The NAICS code for this acquisition is 512110 with a size standard of $32.5M. This procurement is being conducted as a commercial item, using FAR Part 13.5 “ Simplified Procedures for Certain Commercial Items (SAP-CI). It is anticipated that the solicitation for this requirement will be posted in November 2016. Interested parties are solely responsible for monitoring of the below mentioned website for postings of the solicitation and any amendments thereto. It is anticipated the Navy will solicit a Firm-Fixed-Price (FFP) type, contract. The anticipated performance period is 01 February 2017 through 31 January 2018, with four, one-year option periods. Interested vendors will be required to submit a price quote and non-price (technical) quote. The evaluation for contract award will consider the non-price quote of the submission to be more important than price. Additional information for this requirement will be listed in the solicitation upon its release, which is anticipated to be in November 2016, to the Navy Electronic Commerce Online (NECO) website (www.neco.navy.mil). Contractor must be registered in the System for Award Management (SAM) website (www.sam.gov) in order to be considered for award. The solicitation posting date is tentative and subject to change. When posted, the solicitation (Request for Quote) number may differ from this manually generated synopsis number. Synopsis Amendment 1: The purpose of this synopsis amendment is to announce that the RFQ number associated with this requirement will be N00189-17-T-Z017. Furthermore, in addition to the anticipated base period of performance of 1 February 2017 to 31 January 2018 and inclusion of 4 one-year options, it is intended to incorporate clause FAR 52.217-8 Option to Extend Services into the solicitation and resultant contract. Synopsis Amendment 2: The purpose of this synopsis amendment is to announce that solicitation N00189-17-T-Z017 for this requirement has been posted. Potential quoters are responsible for monitoring the NECO and FBO websites. In the event that the NECO system does not upload the solicitation to FBO, the solicitation can be found on the NECO website under Business Opportunities solicitation number N0018917TZ017.
