Description
Registration Form The National Aeronautics and Space Administration (NASA) Glenn Research Center (GRC) intends to issue a Draft Request for Proposals (DRFP) for Protective Services. GRC requires Protective Services for its facilities to provide a safe and secure environment for individuals who work or visit GRC and to protect personnel, property and information against assault, sabotage, vandalism, theft, trespass, and compromise of sensitive and classified information. The North American Industry Classification System (NAICS) code for this acquisition is 561612, Security Guards and Patrol Services, with a Size Standard of $20.5M. The prospective DRFP will be processed utilizing 100% Small Business Set-Aside for Service Disabled Veteran Owned Small Businesses (SDVOSB). The resulting contract will be for a twenty-four (24) month base period, one twenty-four (24) month option period, and one (12) month option period. A complete DRFP package will be available by downloading the documents at FEDBIZOPPS at http://www.fedbizopps.gov on or around December 1, 2016. Potential Offerors are hereby notified that the solicitation and subsequent amendments to the solicitation will ONLY be available for download at http://www.fedbizopps.gov; this office will NOT issue hard copy solicitations and/or amendments. It is the Offerors responsibility to monitor http://www.fedbizopps.gov for the release of the solicitation and any subsequent amendments. An Industry Day is tentatively scheduled for December 14, 2016 at 9:00 a.m. Eastern Standard Time (EST). Attendance at the Industry Day is neither required nor a prerequisite for proposal submission. Interested Offerors that desire to attend the Protective Services Industry Day are requested to submit the registration form (attachment 1) below. Email the completed registration form to the attention of James R. Griffin at james.r.griffin@nasa.gov in order to attend. Use the subject line: "Protective Services Industry Day Attendees" in the email. Please identify any special requirements that an attendee might have - such as the need for wheelchair access or a signer for the deaf. For non-U.S. citizens, identification information must be provided no later than December 2, 2016, due to the additional amount of time required for processing approval of foreign nationals. GRC reserves the right to deny access onsite for any reason. If access is denied, you will receive notice 24 hours prior to the event. Additionally, the Government is not responsible for an Offerors' inability to obtain clearance to attend the Industry Day. Any "lobbying firm" or "lobbyist" as defined in 2 U.S.C. 1602(9) and (10), or any Offeror represented by a lobbyist under the Lobbying Disclosure Act of 1995 shall be specifically identified. On Industry Day, December 14, 2016, Offerors should plan to arrive early to obtain visitor badging at NASA Security. All attendees MUST provide a valid photo ID (Driver's License, Passport or State Identification Card). Please review the attached instructions for identification requirements. There is a limit of two (2) persons per Offeror, including on-site contractors. Sign-in will take place between 8:00 a.m. and 9:00 a.m. in the Administration Building (Building 3) Auditorium. Parking instructions and directions will be given upon arrival. Signs will also be posted. Visitors on NASA Centers are allowed to possess and use photographic equipment (including camera cell phones) and related materials EXCEPT IN CONTROLLED AREAS. Anyone desiring to use camera equipment during the Industry Day should contact the Contracting Officer, James R. Griffin, to determine if the site(s) to be visited is a controlled area. Video recording of the Industry Day presentations is not permitted. All questions will be answered at the Industry Day or in writing at a later time. All publicly available materials distributed at the Industry Day will be made available to all potential Offerors at www.fbo.gov. Thirty minute one-on-one meetings will be made available to Interested Offerors after Industry Day to discuss any questions or clarifications on the draft RFP. If interested in having one-on-one meetings, please check the applicable box on the registration form (attachment 1). Copies of the Industry Day agenda, charts, and a list of attendees will be posted to the FEDBIZOPPS website. Written questions of a technical or contractual nature resulting from this Synopsis or Industry Day shall be submitted to James R. Griffin at james.r.griffin@nasa.gov.
