Sources Sought For Storage and Care of the Bridge Erection Boat (BEB) GENERAL INFORMATION: The U.S. Government appreciates the time and effort taken to respond to this survey. The U.S. Government acknowledges its obligations under 18 U.S.C. 1905 to protect information qualifying as PROPRIETARY under this statute. Pursuant to this statute, the U.S. Government is willing to accept any trade secret or confidential restrictions placed on qualifying data forwarded in response to the survey questions and to protect it from unauthorized disclosure subject to the following: 1. Clearly and conspicuously mark qualifying data as trade secret or confidential with the restrictive legend (all caps) PROPRIETARY with any explanatory text, so that the U.S. Government is clearly notified of what data needs to be appropriately protected. 2. In marking such data, please take care to mark only those portions of the data or materials that are truly trade secret or confidential (over breadth in marking inappropriate data as PROPRIETARY may diminish or eliminate the usefulness of your response - see item 6 under Instructions for Completing the Questionnaire, below). Use circling, underscoring, highlighting or any other appropriate means to indicate those portions of a single page which are to be protected. 3. The U.S. Government is not obligated to protect unmarked data. Additionally, marked data that is already in the public domain or in the possession of the U.S. Government or third parties, or is afterward placed into the public domain by the owner or another party through no fault of the U.S. Government will not be protected once in the public domain. Data already in the possession of the U.S. Government will be protected in accordance with the U.S. Government's rights in the data. 4. Proprietary or Confidential data transmitted electronically, whether by physical media or not, whether by the respondent or by the U.S. Government, shall contain any restrictive legend, with any explanatory text, on both the cover of the transmittal e-mail and at the beginning of the file itself. Where appropriate for portions only of an electronic file, use the restrictive legends PROPRIETARY//CONFIDENTIAL DATA BEGINS: and PROPRIETARY//CONFIDENTIAL DATA ENDS. 5. In any reproductions of technical data or any portions thereof subject to asserted restrictions, the U.S. Government shall also reproduce the asserted restriction legend and any explanatory text. DESCRIPTION OF INTENT: THIS IS A SOURCES SOUGHT MARKET SURVEY REQUESTING INFORMATION IN SUPPORT OF THE FOLLOWING PERFORMANCE REQUIREMENT. No contract will be awarded from this announcement. This is not a Request for Proposal (RFP) or an announcement of a forthcoming solicitation. Also, it is not a request seeking contractors interested in being placed on a solicitation mailing list. Response to this sources sought is voluntary and no reimbursement will be made for any costs associated with providing information in response to this Sources Sought and any follow-on information requests. Data submitted in response to this "Project Manager, Force Projection - BEB Storage" will not be returned. No solicitation document exists at this time, and calls requesting a solicitation will not be answered. This is a sources sought announcement to determine potential interest to provide Bridge Erection Boat care and storage. Storage will be performed in accordance with a Storage Exercise and Maintenance Plan and Technical Manuals that have been developed by the Original Equipment Manufacturer (OEM). Care of stored BEBs includes checks and exercise of equipment throughout the duration of storage, including operation of hydraulics, engines, and gearboxes. Fluid levels must be checked and maintained. Care and storage must be within the United States. Federal Acquisition Regulation (FAR) clause 52.245-1 will apply if a contract were solicited. Previous actions for service support for these systems have been on a sole-source basis to each of the system manufacturers due to specialized skills and knowledge required for all levels of maintenance. INSTRUCTIONS FOR COMPLETING THE QUESTIONNAIRE: 1. Number each response with the appropriate question number. 2. You do not have to repeat the question in your response. 3. If you cannot answer a question, please indicate No Response. 4. If a response will satisfy another question, state: "See response to Question XXX." 5. Include relevant sales media and product manuals. If providing a manual formatted as an Acrobat Portable Document File (PDF), annotate the manual to indicate which material is applicable to the questions. If appropriate and preferred, include Internet Web links to locations where animations/videos may be viewed. 6. If your sales media and/or manuals contain a restricted distribution statement, issue a release statement indicating that the restricted material may be distributed to Army personnel involved with this sources sought. 7. Spell out any acronyms in their first instance. 8. Clearly mark any proprietary information. If applicable, the front page of your response package should state: "Proprietary Information Contained." Provide a release statement indicating that the proprietary information may be distributed to Army personnel involved with this Sources Sought. 9. Please note that Email submissions cannot exceed ten megabytes per message. If your response exceeds ten megabytes, please break it into two or more messages and title each appropriately in the subject line, for example: "Project Manager, Force Projection - BEB Storage - 1 of 2". Is your company capable of providing storage for up to 70 BEBs? Approximate dimensions of a BEB are 24 ft x 11 ft x 8 ft., with a weight approximately 15,000 lbs. Please describe the facility you intend to use for storing BEBs, including a description of security measures available. 8. Is your company capable of moving the BEB from the OEM location in Denver, Colorado to your facility? A crane or other method of lifting from the top is required to remove the BEB from the truck used for transport (e.g., a forklift cannot be used). a. Please describe your plan for transport to your facility, and method of lifting the BEB once it arrives. b. What is the estimated cost to transport from Denver, Colorado to your facility? c. Please provide any supporting shipment details used in developing the price estimate. 9. Some BEBs may need to be removed from storage and returned to the OEM, then picked-up and returned to storage. a. Is your company capable of moving the BEB to support this requirement? b. Is your company capable of responding to the OEM when the BEB is needed at the OEM facility? c. How long will it take to deliver the BEB to the OEM if removing from storage? 10. Does your company have an approved Government Furnished Property accountability system? 11. BEBs are stored in accordance with a Storage Exercise and Maintenance Plan, and the BEB Operator and Maintenance Technical Manuals that have been developed by the OEM. Care of stored BEBs includes checks and exercise of equipment throughout the duration of storage, including operation of hydraulics, engines, and gearboxes. Fluid levels must be checked and maintained. Is your company capable of performing maintenance in accordance with the OEM's requirements? 12. Your company will be required to maintain fluid levels including any refueling. Is your company capable of this task? 12. Is your company capable of repairing any damage that may occur during storage? Technical data may not be available from the Government to support any repairs required.
