- Addendum 2 - Biographical Data Form (WORD) RFQ and Addenda 1 through 4 The Millennium Challenge Corporation (MCC) is a United States government-owned corporation created in 2004, whose mission is to provide grant assistance to support economic growth and poverty reduction in select developing countries with a demonstrated commitment to just and democratic governance, economic (Compact) with MCC that includes a plan for achieving shared development objectives and the responsibilities of each country in achieving those objects. The Department of Policy and Evaluation (DPE) / Monitoring and Evaluation (M&E) is seeking an intermittent Personal Services Contractor (PSC) to serve as a Director. The PSC will coordinate monitoring and evaluation activities for multiple Compacts and/or Threshold programs. The M&E activities can be broadly divided into four categories: (i) development of an M&E Plan; (ii) performance monitoring; (iii) surveys and evaluations; and (iv) technical guidance to the Millennium Challenge Account (MCA). All these will be reflected in the development of the M&E Plan which specifies the indicator targets, the need to have baseline and follow up surveys, the need to have independent evaluations and other studies, and the need to have independent data quality reviews. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.
