- Sole Source Justification The National Institute of Environmental Health Science (NIEHS) intends to award a Purchase Order to NanoString Technologies, Inc. at 530 fiarview Avenue N, Seattle, WA 98109-5553 for the purchase of a service agreement for a NanoString nCounter Analysis System to be used at NIEHS, Research Triangle Park campus. The North American Industry Classification System (NAICS) Code is 811219 and the business size standard is $20.5 million dollars. NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE. It has been determined that NanoString Technologies, Inc. is the only known responsible source capable of providing the required services and no other services will satisfy the agency's requirements. The NanoString nCounter Analysis System utilizes a novel digital color-coded barcode technology that is based on direct multiplexed measurement of gene expression and offers high levels of precision and sensitivity (<1 copy per cell). The technology uses proprietary molecular "barcodes" and single molecule imaging to detect and count hundreds of unique transcripts in a single reaction which allows the MGC to provide the Institute with high quality data using the latest in genomics technology. The instrument, in combination with the NanoString reagents (CodeSets) allows the lab to perform experiments to assess gene expression changes in samples from multiple species. The required maintenance services will allow the lab to maintain the working status, provide on-site visits for repair when necessary and software upgrades as needed. This technology is unique to NanoString and no other vendor can provide the service for the NanoString nCounter Analysis System. This notice of intent is not a solicitation or request for quotes. Notwithstanding, any firm that believes it is capable of meeting NIEHS' requirement, as stated herein, may submit their corporate capabilities, which, if received by the response date of this announcement, may be considered. Responses to this posting must be in writing and shall be emailed to Teresa McCall at teresa.mccall@nih.gov and are due by 4:30PM ET on December 12, 2016. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
