Description
Title: Upgrade and Repair Supervisor Control and Data Acquisition (Scada) at Lahontan National Fish Hatchery Complex. The U.S. Fish and Wildlife Service has a requirement to upgrade and repair of the Scada system that monitors communication for the facility at Lahontan National Fish Hatchery Complex, 710 Highway 395, Gardnerville, NV 89410 (Douglas County). This system is necessary for safe and reliable operation of the facility. The system is a vital part of the facilities communication and monitoring system which is used in the production of Lahontan Cutthroat trout. Since there is no back up for this component it is very important that it is replaced soon. Work needs to be completed as soon as possible but no later than June 15, 2017. Project is a small business set-aside. Applicable NAICS code is 237130. Small business size is defined as $36.5 million or less annually when averaged over a three year period. The following is a list of components necessary to operate the hatchery in a safe and efficient manner: 1- Control Pumps from HMI - 4 sites. a) Wire Auto indication to PLC b) Wire Pump Start to existing points on PLC. Install isolation relays. c) Program RS View to control pumps. 2- Upgrade Radios and PLC's to Ethernet - 4 sites. a)Install 5.8 Ghz line of site radios. b)Install micrologix 1400 PLC. 3- Connect Transfer Switches to network - 4 sites. a)Have Generator Contractor provide Modbus TCP interface. b)Program system to poll transfer switches and generators. c)Program dashboard on RS View. 4- Fire Wall and Remote Access a)Peplink Wireless. b)Netbiter. c)Alarm Testing. Contractors should submit any questions on this project directly to Karl Lautzenheiser at Karl_Lautzenheiser@fws.gov later than close of business on November 23, 2016. Questions will be consolidated and answers provided by issuance of an amendment the following week. Basis for Award: Source selection process will be "Lowest-Priced, Technically-Acceptable." Lowest priced proposal will be based upon the combined total cost for all bid items. If available funding at time of receipt of proposals is not sufficient to award all line items in the bid schedule, the Service will make a determination on what line items are considered most desirable based upon available monies. Lowest price for all proposals will then be evaluated based upon the total for those line items deemed most desirable to the Service. If the lowest priced proposal is technically acceptable, award will be made and no other proposals evaluated. If the lowest priced proposal is not technically acceptable, the Service will evaluate the next lowest priced proposal and so on until a proposal is identified to be technically acceptable. In determining whether a proposal as technically acceptable, the Service will be asking for a technical proposal (not-to-exceed three pages) that specifies similar capability/experience in performing elements of work as described in the attached statement of work with details of work experience over the last 5 years that describe their experience with installing similar Supervisor Control and Data Acquisition (Scada) computer monitoring system software, as well as submission of up to three references (number of pages will not count towards the 3 page limit for the technical proposal submission) for past projects over the last five years that are similar in nature. Information available from the Past Performance Information Retrieval System (PPIRS) may also be used to supplement the evaluation of past performance. Responsibility for insuring points of contact and telephone numbers on references are current are solely the responsibility of the contractor. Solicitation Number F17PS00036 with attachments is being posted with this synopsis notice with quotes due by 3 PM PDT on Thursday, December 1, 2016.
