RFP Attach J-8 - Q and A Template RFP Attach J-7 - Draft BNJ SDN FoS iDirect RFP Attach J-6b Source Of Repair Instructions RFP Attach J-6a Warranty Tracking Information RFP Attach J-5 - FoS DD254 RFP Attach J-4 - CDRLs SDN-FoS RFP Attach J-3 - FoS Price Matrix RFP Attach J-2 - FoS Cross Reference Matrix 28 Nov RFP Attach J-1 - FoS SOW FoS 52.212-2 (Section M) FoS 52.212-1 Addendum (Section L) The United States Special Operations Command (USSOCOM), Directorate of Procurement has a requirement to purchase the next generation of Satellite Deployable Node - Family of Systems (SDN-FoS) which includes non-developmental, production ready SDN-Light, SDN-Medium, and SDN-Heavy terminal capabilities. This draft Request for Proposal (RFP) for the SDN-FoS is to provide Industry with the most current information as well as gather feedback and address any questions and comments. This draft RFP announcement does not constitute a solicitation and proposals are not being requested at this time. The Government is still in the process of getting the final acquisition plan approved; however, the team anticipates issuing a final RFP using full and open competition with no exclusions/set-asides which may result in a single award of a commercial, Indefinite Delivery Indefinite Quantity (IDIQ) contract issuing Firm Fixed Price (FFP) delivery orders with an ordering period of five years, a guaranteed contract minimum of $2,500.00 and contract maximum of $650,000,000.00. The Government anticipates ordering approximately a combined total of 809 SDN-Lights, 142 SDN-Mediums, and 31 SDN-Heavys during the life of this contract. A final RFP, which will be posted on Federal Business Opportunities website under solicitation number H92222-17-R-0004, is anticipated to be released in January 2017. Companies interested in providing this capability and desiring to provide value added feedback on the draft RFP must email their questions and comments in writing to Mr. Jonathan Katz, Contracting Officer, jonathan.katz@socom.mil and Mr. Raymond Green, Contracting Officer, raymond.green@socom.mil NLT 23 Dec 2016, 1200 hours eastern time. Please provide suggested edits and comments utilizing the track changes and review features via Microsoft Word directly in the draft RFP documents where possible and utilize draft RFP Attachment 8, Q&A Template to summarize all questions and comments. Oral requests (e.g. phone call) for information will be re-directed to provide email correspondence (using the Q&A Template), for documentation purposes. Individual responses to inquiries will not be provided. Do not include any proprietary information when responding back to the Government unless properly marked. The Government desires feedback that focuses on the following draft RFP sections: 1. RFP Attachment 1, FoS Statement of Work (SOW) a. The Government wants to ensure all capabilities outlined within the SOW are achievable with current technology and the minimum requirements for each terminal variant are clear. 2. RFP Sections L and M (52.212-1 and 52.212-2 as amended) a. Do the requirements in Section L clearly articulate what is being requested? b. Do Sections L and M clearly define what is required to achieve an "Acceptable" rating? c. Do Sections L and M clearly align to the requirements in RFP Attachment 1? 3. RFP Attachment 3, FoS Price Matrix a. What quantity ranges/price breaks, if any, are typically offered as the commercial standard? Notes/Information before providing comments: 1. A complete scrub and/or peer and policy review of the draft RFP has not yet been accomplished but will be accomplished prior to the final RFP release. 2. All Attachments to the RFP in Section J have not been finalized. Please read through the entire draft RFP and attachments prior to submitting feedback and questions.
