Description
The Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), Office of Marine and Aviation Operations (OMAO) has a requirement for two (2) rotary steering gear vane motors for the NOAA Ship Fairweather. The contractor shall manufacture and supply two (2) new ABS approved hydraulic rotary vane type steering motors, including all associated drawings and documentation required for installation, operation and maintenance for NOAA ship Fairweather. Installation is not required under this effort, and will be accomplished under a separate contract. The resulting contract will be firm-fixed-price and the items will need to be delivered by July 30, 2017 so that the motors can be installed in the ship's next repair period. The motors shall be delivered to the NOAA Marine Operations Center - Pacific located in Newport, OR. The motors shall be designed and built to operate with the ship's AutoNav Electrohydraulic Steering System 2-R4.0 45-CB2, without modification of the AutoNav steering system. The steering motors shall turn both rudders simultaneously from 35 degrees on one side to 30 degrees on the other side in 20 seconds with one pump in service, and in 10 seconds with both in pumps in service. The motors shall not apply torque to the rudder stocks in excess of 356,000 lbf-in, (40.22 kN-m). The working angle of the motors shall be 2x35 degrees. The motors shall operate with CHEVRON AW 46 hydraulic oil. The contractor shall deliver all ABS approved electrical, mechanical, structural and other engineering drawings and calculations as required by ABS and for the steering motor installation. The contractor shall provide all structural, mechanical and electrical installation drawings, documents and procedures required for a ship repair contractor to install and integrate the steering motors with the existing AutoNav steering system. This shall include ABS approved design drawings to modify the existing steering motor foundations in place, to allow the steering motors to be installed with the ship afloat. The contractor shall provide three lifting pad eyes on the motor, or similar provision for the steering motor to be raised and lowered in a level attitude on to the rudder stock. The new steering motors shall be designed and manufactured to be fit, keyed and secured to the existing rudder stocks without modifying the keys, keyways or rudder stocks. The contractor shall oversee installation, commissioning, dock trials and sea trials of the vane motors in the presence of ABS, as required by ABS. NOAA is conducting market research to determine potential sources for this requirement and to understand the marketplace for these types of equipment. The North American Industry Classification Code System (NAICS) code for this procurement is 333996 and the size standard is 1,250 employees. All responsible and fully responsive businesses interested in submitting a quote for this effort may submit a capability statement which will be considered by the agency in developing the acquisition strategy by December 5, 2016, 2:00 PM Pacific time. Any resulting contract will be awarded as a fixed-price contract. Solicitation documents will be made available for download on or about December 8, 2016 at http://www.fedbizopps.gov/.
