- The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Acquisition and Grants Office (AGO), Satellite and Information Acquisition Division (SIAD) located at 1325 East-West Highway SOU6 Silver Spring Metro Center Building 2 (SSMC2) Silver Spring, Maryland 20910, intends to award a Firm Fixed Price contract on a sole source basis in accordance with 10 U.S.C. 2304(c)(1) or 41 U.S.C. 3304(a)(1) as implemented by Federal Acquisition Regulation (FAR) Subpart 6.302-1, "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements". The proposed source is MDA Geospatial Services, Inc. located at 13800 Commerce Parkway Richmond, British Columbia, V6V 2J3, Canada. The product to be purchased is RADARSAT-2 Synthetic Aperture Radar (SAR) imagery data for the National Environmental Satellite, Data, and Information Service (NESDIS), Office of Satellite and Product Operations (OSPO), National Ice Center (NIC). MDA Geospatial Services, Inc. holds the exclusive, unrestricted, worldwide license including the right to sublicense, distribute and market RADARSAT-2 data and products from MacDonald, Dettwiler, and Associates (MDA), Ltd., the operator of the RADARSAT-2 Satellite system and the owner of RADARSAT-2 data and products. The RADARSAT-2 Satellite delivers single/dual polarization level 1B data, twenty-four (24) hours a day, seven (7) days a week, three hundred sixty-five (365) days a year, in electronic format which meets the NESDIS/OSPO/NIC's near-real time specification delivery of within two (2) and no more than (6) hours of satellite acquisition. The NESDIS/OSPO/NIC intends to utilize RADARSAT-2 SAR imagery data to conduct numerous operational programs to monitor ice and environmental conditions in the Polar Regions, Great Lakes and selected waterways, Chesapeake and Delaware Bays, and selected rivers and lakes. The Government anticipates awarding a Firm Fixed price contract with a Base Period of one (1) year and three (3) additional twelve (12) month option periods. This notice is published for informational purposes only and is not a request for competitive quotations. However, offerors who believe they can meet this requirement are to submit in writing an affirmative response. All responses must include a written narrative statement of capability, including detailed technical information demonstrating the company's ability to meet the above requirements. The response must be sufficient to permit agency analysis to establish a bona fide capability to meet the requirements. Failure to submit such documentation shall result in the Government proceeding as stated above. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Affirmative written responses must be received no later than 15 calendar days after publication of this synopsis. Proposal submissions must be submitted to the following person listed as the Government point of contact in this announcement. All questions must be submitted in writing to the attention of the Government Contract Specialist. NOTHING HEREIN SHOULD BE MISCONSTRUED AS A REQUEST FOR COMPETITIVE PROPOSALS, QUOTES OR BIDS. NO SOLICITATION DOCUMENTATION IS AVAILABLE OR WILL BE ISSUED. The National Industry Classification Systems (NAICS) Code is 517410, and the size standard is $32.5M. The provisions and clauses to be incorporated in any solicitation and proposed Firm Fixed Price contract shall be those currently in effect through Federal Acquisition Circular 2005-92, published November 18, 2016.
