Description
This is a Sources Sought notice. This notice does NOT constitute a request for proposal, request for quote, or invitation for bid. This Sources Sought is a market research tool being utilized to determine the availability of qualified small business concerns prior to issuing a solicitation. The Government may use the responses to this sources sought notice for information and planning purposes. This is not a solicitation for proposals and no contract will be awarded from this announcement. No reimbursement will be made for any costs associated with providing information in response to this announcement. All responses shall be provided by an e-mail response to mimi.hetzel@ihs.gov. No presentations will be allowed or scheduled. In accordance with the Federal Acquisition Regulation 5.2, the Indian Health Service is conducting market research and is issuing this Sources Sought notice. The upcoming project will make improvements to the wastewater treatment facilities owned by the Hoh Indian Tribe on Lower Hoh Road in Forks, WA 98331. Any contract arising from this notice will be with the Federal Government (Indian Health Service) and upon completion of construction, the improvements will be transferred to the Hoh Tribe. The existing sewage treatment system for the Hoh Indian Reservation is comprised of two sand filters which receive sewage from 33 homes and 8 non-residential units, a Rapid Infiltration Basin (RIB), and drainfield. The sand filters have failed and wastewater is currently routed around the sand filters and dosed to the RIB. This project seeks to remove the existing sand filters, rehabilitate the RIB, and construct a textile filter wastewater treatment system which will adequately treat wastewater from the aforementioned sources and utilize the existing drainfield for subsurface disposal of treated effluent. The scope of work for wastewater treatment system improvements shall include but are not limited to: 1. -- Mobilization and Demobilization 2. -- Remove existing sand filters 3. -- Crush and bury (3) existing concrete dosing tanks 4. -- Install (1) 20,000 gallon fiberglass primary treatment tank and equipment 5. -- Install (1) 10,000 gallon fiberglass pre-anoxic tank and equipment 6. -- Install package recirculating textile filter system 7. -- Install pump vault, pumps, and yard piping 8. -- Electrical and Telephone Service 9. -- Install Control System and Panel (install in building, if option accepted) 10.. -- Install new tank risers on existing filter tank and dosing tank at Chalaat housing subdivision 11. -- Pump existing 10,000 gallon and 5,000 gallon septic tanks at Chalaat housing subdivision 12. -- Rapid Infiltration Basin (RIB) renovation 13. -- 5-year maintenance contract 14. -- OPTIONAL: Install pre-fabricated fiberglass building on concrete pad 15. -- OPTIONAL: Install UV disinfection unit in building 16. -- OPTIONAL: Install Flow, pH, and temperature monitoring equipment in building 17..-- OPTIONAL: Provide Maintenance Equipment Per FAR 36.204, the estimated price range of the resultant construction project is between $500,000 and $1,000,000. The North American Industry Classification System (NAICS) Code is 237110, Water and Sewer Line and Related Structures Construction, with a Small Business Size Standard of $36.5 million in average annual receipts for the past three years.
