Description
Solicitation This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a separate solicitation will not be issued. Solicitation is attached. The solicitation number is W81K04-16-T-0009 and is issued as a request for quotation. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-92 and Defense Federal Acquisition Regulation Supplement Publication Notice 20161104. The North American Industrial Classification System (NAICS) is 611310, Colleges, Universities, and Professional Schools. The small business size standard is $27,500,000 dollars. This procurement is being solicited as unrestricted. DESCRIPTION OF REQUIREMENT: The Health Readiness Contracting Office has a requirement for non-severable, non-personal services of an accredited university to confer a Bachelor of Science degree to all students successfully completing Phase 1of the Interservice Physician Assistant Program (IPAP) and a Master of Science degree in Physician Assistant (PA) Studies or comparable degree to all IPAP students upon successfully completing both Phase I and Phase II of the IPAP. The services of qualified personnel competent in program coordination and administrative support services are required. The mission of the IPAP is to provide the uniformed services with professional, highly competent, and compassionate PAs who model integrity, strive for leadership excellence, and are committed to lifelong learning. The IPAP program represents the largest graduate program in the AMEDD and supports over 480 students per year in Phase I and Phase II. It prepares non degree students to receive both a bachelor's and master's degree in record time and superbly prepares them for future military service and board certification with outstanding national reputation (currently ranked 11th out of over 260 programs). The IPAP consists of two phases (I and II). Phase I is 16 months in length, is mostly didactic, and consists of three classes with starting dates in January, April and August. Phase I is taught and completed at AMEDDC&S, JBSA, Fort Sam Houston. Phase II is 13 months in length and is mostly clinical. Phase II also has three starting dates in April, August and January, and is completed at various Army, Air Force and Navy military hospitals throughout the United States (U.S). QUESTIONS CONCERNING THE SOLICITATION: Interested quoters shall submit any questions concerning this solicitation no later than 12:00 PM Central Time on Monday, 12 December 2016 for the Government's consideration. Those questions not received within the prescribed date may not be considered. All questions must be submitted in writing to the following e-mail addresses: yesenia.c.rodriguez2.civ@mail.mil and miranda.n.buntyn.civ@mail.mil. RESPONSES: Quotes shall be fully executed and returned by the time specified in the solicitation. Electronic submission via e-mail is required. Only emailed quotes received directly from the quoter are acceptable. Quotes shall be submitted by email to yesenia.c.rodriguez2.civ@mail.mil and miranda.n.buntyn.civ@mail.mil no later than 12:00 PM Central Time on Friday, 30 December 2016. All quotes received after this due date and time will be considered late in accordance with FAR 52.212-1(f). Solicitation is attached.
