- REQUEST FOR INFORMATION. This is a Request for Information (RFI) issued by Naval Supply Systems Command (NAVSUP) Fleet Logistics Center (FLC) Norfolk, Philadelphia Office on behalf of Naval Computer and Telecommunications Area Master Station Atlantic (NCTAMS LANT). NCTAMS LANT has a requirement for integrated, switched voice and data telecommunications services. The requirement is to obtain service for up to approximately 5,300 analog and ISDN telephone lines and up to 5,260 DID/DOD lines at NSA Philadelphia, 3,400 lines at NBC Philadelphia and 6,500 lines at NSA Mechanicsburg. The required services include analog and digital circuit service, local area calling, Integrated Services Digital Network (ISDN)/ Basic Rate Interface (BRI) service/Primary Rate Interface (PRI) service, DID/DOD service, telephone management support system, and maintenance and service responsibilities as defined in the current Interstate Commerce Commission (ICC) regulations. These services also provide access to Defense Switched Network (DSN) interoperability. The purpose of this RFI is an opportunity to obtain Industry feedback and/or suggestions to be included on a future Performance Work Statement (see attached draft PWS). The goal is to utilize that feedback in the enhancement and improvement of the final PWS, and Request for Proposals (RFP) that will be developed as a result. In particular the Navy is looking for ways in which the PWS can be enhanced to reflect emerging technologies and other innovations in the marketplace, and to bring procedures into line with current or new industry practices. Industry is also requested to provide suggestions as to the best way they feel the government can evaluate potential offerors “ a technical response will be a part of any new requirement resulting from this RFI, and any Industry ideas and insights along these lines would be greatly appreciated. Lastly, industry is requested to provide any ideas as to how competition can be enhanced. Reponses may cover any topic considered important, and are not restricted to the suggested topics herein. A single Firm, Fixed Price (FFP), Indefinite Delivery, Indefinite Quantity (IDIQ) contract is anticipated that will consist of a one-year base period and four (4), one year option periods. The North American Industrial Classification System (NAICS) code for this acquisition is 517110. Firms possessing the requisite skills, resources and capabilities necessary to perform the stated requirement are invited to respond to this source sought notice via the submission of an executive summary. Submissions are not to exceed five (5) typewritten pages in no less than 12 font size. In addition to the executive summary, industry feedback to the draft performance based work statement is requested “ all comments/ideas will be considered, although any questions/comments/ideas will not be responded to directly. The goal of such feedback is to consider suggestions that might enhance competition, improve the clarity of the requirement, or leverage industry expertise, as well as any other ideas that could result in an improved product. The submission should include the following information and reference N001890170305: 1. Company name, address, and point of contact with corresponding phone number and e-mail address 2. DUNS number, Cage Code, business size and classification 3. Capability statement displaying the contractor ™s ability to provide the services to include past performance information. If past performance information is provided, please include only relevant past performance on the same/similar work within the last five (5) years. This relevant past performance information should identify the applicable contract number; total contract dollar amount; capacity performed (Prime or Sub); contract period of performance; description of the relevant services provided AND the relevancy of the services to the proposed requirement; and a customer point of contact with corresponding telephone number and e-mail address (up to two references). Standard brochures and/or paraphrasing of this notice will not be considered sufficient to demonstrate the capabilities of an interested party. The government will consider and analyze all information received; formal responses will not be furnished, however the information may be utilized in the development of a final PWS and/or RFP. This is not a notice of solicitation issue. This RFI does not constitute a RFP or Request for Quote (RFQ), nor does this issuance restrict the Government ™s acquisition approach. Responses should be submitted to NAVSUP Fleet Logistics Center Norfolk, Philadelphia Office “ Mr. Joseph Caltagirone - Code 280.3G, via email: joseph.caltagirone@navy.mil. Responses should be submitted no later than 4:00 p.m. (EST) on 14 December 2016. No facsimile responses will be accepted. The Government will neither award a contract solely on the basis of this RFI nor will it reimburse for any costs associated with preparing or submitting a response to this notice. If return of submission is required, indicate address to which materials are to be returned with submittal. It is incumbent upon the interested parties to review FEDBIZOPS for updates to this RFI.
